Outreach Coordinator – Transportation (Continuous Term – up to 2 years)

From a transportation perspective, Victoria is leading the way to deliver on its vision of clean, seamless mobility options for everyone. The Transportation Division of the Engineering and Public Works department is responsible for stewarding and transforming the right-of-way to meet the demands of our growing city; increasing access to mobility choices, opportunities, and services; and promoting equity, accessibility, and environmental health through our transportation investments.


The City of Victoria is recruiting for the position of Outreach Coordinator - Transportation to support the design, delivery and evaluation of mobility focused communications, outreach and engagement.


In addition to being a natural relationship builder, the ideal candidate has a solid understanding of urban mobility issues and demonstrated experience in writing communications materials, and planning and delivering community engagement processes. The successful candidate will join a team of transportation planners, engineers, project managers and technicians and bring both rigor and creativity to mobility focused communications, education and engagement efforts.


POSITION FUNCTION


Perform functions relating to community outreach, engagement and education in support of the development and implementation of the City of Victoria transportation strategy.


KEY DUTIES


Foster relationships with various community stakeholders and agency partners to build and cultivate partnerships to advance the city’s mode share priorities.


Develop and evaluate the City’s communication and engagement strategies and develop key strategic messaging.


Translate technical design elements and planning objectives into plain language to support public consultation and engagement processes associated with transportation priorities.


Undertake monitoring, provide progress reports and assess effectiveness and gaps in the program communications using data and analytics tools.


Develop and implement a variety of communications approaches and initiatives to support the program including developing, maintaining and updating social media and website content.


Prepare, coordinate and attend City-hosted and citizen-led public events.


Monitor, coordinate and respond to written and verbal communication with the public (email, telephone, Twitter etc)


Coordinate media coverage including assisting with preparation of media releases and supporting materials.


Liaise with the City’s Engagement Division to ensure transportation outreach activities are aligned corporately.


Perform related duties where qualified.


INDEPENDENCE


Work is generated by departmental work programs, community issues, work assigned by team manager, requests from Council or the public.


Work is reviewed through discussions with team manager and Divisional meetings.


New initiatives, large projects and policies are discussed with team manager with recommendations.

Understand and apply the techniques of communications planning and coordination, public consultation, project management and event management.


Communicate effectively verbally and in writing.


Familiarity with the principles, standards, and methods of transportation design and how transportation integrates within the larger context of local government priorities and core services.


Working level operation of current City word processing, spreadsheet and related specialty software.


Analyse and interpret technical information, data, policies, concepts and legislation.


Deal effectively with the public and outside agencies.


Establish and maintain strong and effective working relationships.


Represent the City to the public and outside agencies.


Qualifications


Formal Education, Training and Occupational Certification


University undergraduate degree in Planning, Marketing and Communications, Urban Planning, Public Administration, or related field preferred (4 years).


Experience


3 years of experience in urban transportation with relevant experience in community and stakeholder engagement and collaboration,


or an equivalent combination of education and experience.


OTHER


May be requested to substitute in a more senior position.


Experience in a local government or public institution setting is an asset


Work schedule Monday to Friday, (35 hour work week)


$48.98 per hour, Pay Grade 15
