POSITION: Manager, Business Planning


REPORTS TO: Executive Lead, Agency Modernization


DEPARTMENT: Agency Modernization

Accountability Statement


The Manager, Business Planning will facilitate business initiatives across the organization working in alignment with senior leadership to ensure strategic business priorities are identified and implemented. This role is responsible in leading the development and authoring of the organization’s annual business plan and annual report through to executive and board approval. Supporting and guiding the development and creation of business cases throughout the organization is also a key function of this role.


Major Duties/ Responsibilities


  • Represents ONTC in meetings with MTO Agency Oversight Branch, ensuring the ONTC business plan process is aligned to key timelines and meets all Provincial directives, including Agencies and Appointments Directive.
  • Research business planning processes at other agencies and transportation companies. Becomes an internal expert, understanding the processes and sharing insights within the organization.
  • Analyze proposed projects or initiatives to assess costs, benefits, and risks and whether they should be approved and implemented.
  • Works with leaders to ensure that targets are achievable, realistic, and relevant.
  • Develop and monitor metrics to measure effectiveness of business strategy.
  • Coordinate and manage cross-functional teams to improve business planning methods.
  • Works with HR Department and senior leaders to transform business needs into workforce planning requirements.
  • Follow up with leaders throughout the year to encourage progress of business plan initiatives, gather status updates, report on progress to senior leadership.
  • Gathers, writes, and verifies content and data for both the Business Plan and Annual Report.
  • Collaborate with other departments for financial and annual operating plans, business plan and various reports.
  • Work with senior leaders to understand their business planning needs, business case development, and performance measures for the annual business plan.
  • Establish and continuously improve an annual business plan process for ONTC, including calendar view of key dates and activities, and guide the organization through this process annually.
  • Makes decisions on when a business case is needed or escalates decision to Executive Lead of Agency Modernization.
  • Prepare reports for senior management.
  • Develops templates and supporting materials.
  • Provides guidance and consultation to senior leaders on suggested improvements and multi-year planning.
  • Engages leaders and assists in determining which performance measures should be included in public facing reports (versus internal facing) .
  • Oversee and direct ongoing training on business planning, business cases and related reporting.
  • Work with consultants from time to time on business case development.


REQUIREMENTS:
  • 5 years of experience in business operations, program management, finance or marketing
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint) and other business intelligence tools.
  • Strong project management abilities with the capability to prioritize tasks effectively and meet deadlines.
  • Proven experience in business planning and strategy development
  • Demonstrated experience in Business report writing
  • Excellent communication and presentation skills with the ability to effectively communicate insights to stakeholders at all levels
  • 5 years of experience managing or supervising people with strong leadership abilities
  • Bachelor’s degree in Business Administration, Finance, Commerce, Accounting, Project Management, or related field
  • Strong analytical skills with the ability to interpret complex data and trends
  • Familiar with a broad spectrum of operational processes
