Job Summary
The ITC is responsible for ensuring compliance with international trade laws, regulations, and policies. They oversee and implement strategies to ensure the company's international trade activities adhere to relevant laws and regulations. The Trade Compliance Manager collaborates with various departments, including legal, logistics, finance, and operations, to develop and maintain effective trade compliance programs.
Responsibilities
- Analyze transactions for which due diligence indicates potential risk and determine whether due diligence has been satisfied.
- · Prepare, review and approve technology control plans, and provide technology transfer oversight (including visits and travel).
- Lead company investigations of non-compliance with import/export laws and regulations, and apply corrective actions when needed.
- Develop and provide trade compliance internal training to increase the organization’s awareness of trade compliance company policies, procedures and applicable laws related to trade, exports and import compliance.
- Prepare, review, approve and submit applications for export/import licenses, and other requests for authorization.
- Analyze and interpret export and import regulations as well as maintain current knowledge of changes. Review with internal controls (procedures, work instructions, forms, checklists, and tools) to ensure currency and compliance.
- Responsible for fostering an effective and compliant execution of the company’s trade compliance program.
- Work with and implement guidance from corporate legal and compliance departments.
- Report status of trade compliance top issues and opportunities to the Vice President and President on a quarterly basis, propose solutions and resolve challenges as they arise.
- Responsible for Canadian export Dart’s ITC compliance in the US, Canada, Mexico, and European sites. program including Canada’s Export and Import Permits Act (EIPA) the Controlled Goods Program (CGP), controlled goods classification and export/brokering license or permit process.
- Oversee and manage the use of United States International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) authorizations, including but not limited to TAAs, MLAs, hardware licensing and related defense services under the Defense Production Act (DPA).
- Analyze contracts and identify trade compliance issues.
- Lead and influence a cross-functional team of professionals contributing to the trade compliance program (without the direct authority coming from a formal reporting structure).
- Insure compliance with Canadian and U.S. ITC trade compliance requirements while facilitating business growth.
- Direct import compliance process including, HS classification, Free Trade Agreement analysis, and monitoring customs broker activities.
- Develop, implement, and maintain a comprehensive trade compliance program that aligns with the company's business objectives. This includes creating policies, procedures, and guidelines to ensure compliance with applicable regulations.
- Implement policies and procedures compliant with U.S. and Canadian regulatory requirements for all Dart sites.
- Manage government authorizations throughout their life cycle.
- Work proactively with departments to prevent trade disruptions.
Qualifications
- Bachelor's degree in business administration, international trade, law, or a related field.
- In-depth knowledge of international trade regulations, export controls, customs procedures, and trade compliance best practices.
- Experience in developing and implementing trade compliance programs within a multinational organization.
- Strong understanding of global trade agreements, such as Free Trade Agreements (FTAs) and Economic Sanctions Programs.
- Effective communication and interpersonal skills to collaborate with internal and external stakeholders.
- Demonstrated ability to manage multiple priorities and work effectively in a fast-paced, dynamic environment.
- Familiarity with industry-specific trade compliance requirements (e.g., ITAR, EAR, OFAC) is a plus.
- Strong attention to detail and ability to handle complex information accurately.
- Professional certifications in trade compliance (e.g., Certified Global Trade Compliance Professional - CCTP) are desirable.
- Excellent analytical, problem-solving, and decision-making skills.
- Knowledge of relevant trade compliance software and systems.
