Job Description

Arthur Grand Technologies is currently seeking a highly motivated and skilled Information Management Specialist - Senior for one of our clients.


Position: Information Management Specialist - Senior

Location: Toronto, ON (Hybrid)

3 days a week

Duration: Long Term Contract

Must haves:

5-7 years of experience in the following:

  • Working knowledge of digital information life cycle including online business processes, workflow, inputs and outputs of systems from a recordkeeping perspective
  • Experience with providing leadership, guidance and support services to the project team and business subject matter experts related to the creation and management of all project-related RIM research, analysis, artifacts, documentation and plans, as well as facilitation of project tasks
  • Demonstrated experience providing recommendations for records management, access and holds for database systems and assessing IT solutions for records and information management implications.
  • Demonstrated experience in conducting validation sessions, getting review, approvals/ authorization from management and other stakeholders, accommodating busy stakeholder schedules.
  • Experience with digital system features such as information logging, metadata, access controls, system integration/data sharing and archiving.
  • Demonstrated experience working within a broader project, establishing scope and timelines to align with the management objectives.

Experience and Skill Set Requirements

Assignment Deliverables:

  • Provide records and information management guidance and advice to programs and I&IT Project. May include delivering IM awareness sessions about concepts and principles to support the project.
  • Conduct Preliminary Recordkeeping Impact Assessment and/or complete Recordkeeping Requirements Identification Toolkit as needed to strengthen program compliance with Archives and Recordkeeping Act (ARA), FIPPA, Information and Data Directive, and the Corporate Policy on Recordkeeping (CPR).
  • Review current state of existing Records Classification Schema (RCS) and programs records series (existing and draft) to support work planning.
  • The list, structure and/or content of required artifacts may need to be amended, as directed by the MECP or LRC, in order to best align with MECP needs
  • Update program records schedule. Recommend additions and/or amendments to record schedules and facilitate ministry approvals.
  • Assess business and policy requirements to determine how the programs meet the information management requirements currently. Develop records and information recommendations (IT system and manual processes) to support business efficiency and compliance objectives.
  • Recommend records and information management requirements to support development of new IT solution[VC1].
  • Develop a high-level information inventory including unstructured electronic information, structured datasets and paper-based processes.
  • Consult with MECP's Corporate Information Management and Access Branch (IMAB) records advisor and leverage supporting information including a classification scheme and common records schedules as appropriate.
  • Establish priorities for record schedule updates based on project and broader programs objectives, including verifying records classifications with personal and sensitive information implications. Provide records and information management support to the project’s privacy and security assessment leads as required.
  • Determine technical considerations to support policy and compliance related access to information (records ownership related to multi-program end users), records lifecycle (metadata, logging etc.), external reporting, legal holds etc.
  • Provide recommendations about establishing ongoing program role(s) to facilitate approvals, maintain records series and support implementation over time.

Quality Control:

  • The Vendor’s Personnel must deliver to the Client the Deliverables prior to the completion of the Statement of Work. Quality Control will be measured through the attainment of Services and Deliverables as specified in Section 11 above and as developed by the Vendor and approved by the Client during the Assignment.
  • The Vendor should define the quality control plan or process – including measurement methods – it will use to monitor and report on its performance.

Methodologies:

  • The IM Specialist will use a standard 3 step methodology to accomplish their work: information gathering and research, analysis, and documenting. It's anticipated the candidate will plan and conduct workshops and one to one consultations as needed. Advice and recommendations should align with records management best practices, are practical and actionable (informed by a balance of risk versus value) and validated by the MECP corporate records advisor and clients as needed.
  • The candidate will use their experience to research legislative and policy requirements, business processes and digital business solutions.
  • Documentation – The IM Specialist will work with programs to document and analyze the current state of records management, create information inventories, and perform a gap analysis to plan for future state records management. They will use standard OPS templates provided by the client for program records series and other documentation. They will store and share draft and final version information in a repository provided by the client.
  • The candidate will consult with MECP stakeholders to ensure project schedules and priorities align with the I&IT Project and client objectives.

Beyond Scope of Services and Deliverables:

The following activities are not within the scope of this work:

  • Physically moving, re-organizing or migrating the client's records.
  • May recommend priorities for client’s records disposition but will not conduct records disposition

Candidate Evaluation Breakdown:

1.Information Management / Information Management Specialist / Level 3

  • Demonstrated experience providing recommendations for records management, access and holds for database systems and assessing IT solutions for records and information management implications.
  • Working knowledge of digital information life cycle including online business processes, workflow, inputs and outputs of systems from a recordkeeping perspective

4.General Records and Information Management

  • Working knowledge of function-based records management.
  • Demonstrated experience gathering information for analysis, conducting individual consultations, conducting workshops and validation sessions for records and information management outputs.
  • Demonstrated experience providing recommendations about records and information management actions, priorities and dependencies.
  • Experience supporting non-records and information management business and IT stakeholder audiences (reduce RIM technical jargon).
  • Demonstrated experience developing RIM tools or artifacts, including but not limited to Records Classification Scheme, records series, information privacy and sensitivity classification, records inventories, and recordkeeping requirements identification for information systems.
  • Experience analyzing business processes to identify redundant, obsolete, or trivial data, including transitory records.
  • Experience recommending information governance concepts or frameworks for programs, developing RIM roles and responsibilities.

OPS Experience -

  • Knowledge of OPS directives, standards, and guidelines for the identification, description, storage, transfer and preservation of recorded information and information asset management. Knowledge of OPS security and GO-ITS standards is preferred.
  • Working knowledge of the Archives and Recordkeeping Act, the Freedom of Information and Protection of Privacy Act, Corporate Policy on Recordkeeping, Access and Privacy, Governance and Management of Information and Data Assets Directive .
  • Knowledge of or experience with how data sharing agreements such as MOUs impact recordkeeping requirements identification and implementation.
