Reporting to the Chief Operating Officer, the Impact Measurement & Evaluation Lead, will drive our culture of accountability, learning and data-informed decision making. They will be responsible for the development of a MEL system which clarifies outcomes, identifies pragmatic indicators and focuses the organization on delivering impact. This role will guide program teams to integrate impact measurement into their priorities and support them to clarify how their program delivers to the outcomes in the Trustworthy AI theory of change.
The Impact Measurement & Evaluation Lead should be familiar with the challenges and dilemmas of detecting long-term social change resulting from philanthropic and/or advocacy work, should have a deep understanding of, and be sympathetic to, current initiatives to build inclusive and transformative MEL culture (e.g. equitable evaluation, decolonising MEL, politics of MEL) and have practical ways of embedding this thinking into the organization’s practice.
Deploying expertise in mixed methods, and qualitative and quantitative data analysis is important for this role, to generate actionable insights on programme performance and to show the difference Mozilla Foundation is making in the world.

Duties And Responsibilities
- Ensure that equity is embedded in the MEL approaches we use
- Provide ongoing support to develop and maintain MEL systems; identify skill gaps and build capacity among program teams, as appropriate
- Establish indicators (or proxies) for the Trustworthy AI Theory of Change (ToC) that are aligned to program activities and enable the organization to evaluate progress on short-term outcomes
- Guide teams in integrating impact measurement into their priorities, through clarification of outcomes and indicators aligned to Trustworthy AI Theory of Change
- Generate and/or oversee compelling documentation in the form of data visualizations, presentations, reports, training materials, contributions to other’s endeavors e.g. funding proposals, and training materials.
- Develop and implement plans, in collaboration with leadership and program teams, to assess, build on, and sustain MEL capacity and practices
- Oversee the development of reports and presentations for a range of technical and non-technical audiences to share outcomes and impact;
- Commission and collaborate with external program evaluators
- Design, manage, coordinate, and execute an overall strategy for the collection and analysis of impact data, both quantitative and qualitative, from different sources
Technical Skills
- Experience working with fundraising/philanthropic teams or in other grantmaking organizations to oversee projects that include MEL requirements (ie. results frameworks and/or program-specific evaluations)
- Expertise in analyzing qualitative and quantitative data.
- Ability to source, brief, and collaborate with external consultants
- Minimum 7+ years of experience managing a complex MEL program portfolio
- Expertise in designing MEL frameworks, including operationalising outcomes and indicators, implementing appropriate methodologies, and using secondary data from multiple systems and sources, including CRM systems .
- An appreciation of, and passion for, MEL thinking and a learning culture, and an appetite to continuously improve and innovate professionally
- Dedication to others’ growth and development, including experience in delivering training, mentoring and facilitation
- Experience in identifying and solving problems collaboratively with leaders across an organization by catalyzing insights from qualitative and quantitative evidence
- Experience in planning, managing and executing projects and the ability to work on multiple projects independently and collaboratively to achieve objectives
- Experience working across different geographies and/or in different cultures
- Outstanding communication and interpersonal skills, and ability to translate between technical and non-technical audiences
- Experience producing substantial documents such as literature reviews, landscape analyses and meta-analyses
- Degree in a field (most likely a social science or data science) that encompasses data analysis, evaluation, or research recommended. Advanced degree is a plus. A technical degree together with additional relevant work experience may be acceptable.
- Expertise in developing public-facing impact narratives using data visualization tools, e.g. Tableau, Salesforce reports & dashboards, Looker, PowerBI, etc.;
- Understanding of the relationship between program design and MEL and how to support program staff in using data and evidence to advise program design
- Experience in innovative MEL data collection/analysis methodologies e.g. social network analysis, micro narratives, outcome harvesting.
