Position Summary:


Working with the Manager, Facilities Systems Engineering the role will apply engineering principles, business acumen, and thought leadership to the planning, design, construction, commissioning and evaluation of assigned projects; all with an emphasis on Engineering excellence and protection to the public.


Key Accountabilities:


  • Provide technical expertise and practice consulting skills to capture consensus and affirm root causes to site problems, and provide engineering coordination by expediting work tasks, leading external consultants and directing the cadence of deliverable production
  • Guide the planning, documenting, and execution of commissioning and post construction activities to measure success and ensure benefit realization
  • Demonstrate behaviour consistent with organization values, beliefs and cultures
  • Provision engineering expertise and business insights in the review of tender submissions, complete scoring metrics and offer engineering recommendations to selection of successful proponents
  • Provide updates and knowledge base for improved operations, project delivery, solution design, asset management, and engineering at the GTAA
  • Integrate all components of a solution or recommendation into a firm and acceptable package palatable by non-technical clients and partners
  • Lead and complete engineering work tasks by ensuring vendor compliance, identifying risks, influencing agreeable settlements or workarounds to non-conformance issues and championing resolutions
  • Define and document, through explicit articulation, all criteria and methods applied to derive a vendor or consultant section
  • Provide value engineering expertise to quantify benefits and risks associated with proposed solutions and alternatives by monetizing all reasonable factors, and devising alternative solution permutations
  • Ensure that deficiencies appearing during the guarantee period are made good, if requested to assist the GTAA Operations Department administering the warranties
  • Lead solutioning and conceptualization as first steps in project development, and support process alignment to Project Management Office (PMO) processes for concept, feasibility, funding approval, and project execution
  • Create, own, and maintain technical standards and specifications for assigned technologies, systems and processes
  • Assess demands made on the project from client departments, specialists and others and resolve them in practical and contractually acceptable terms
  • Participate in project development studies at the request of other departments or clients
  • Elicit, interpret, validate and document business client and partner requirements, and prioritize these requirements in solution alignment and benefits realization
  • Provide professional consultant services to other departments within his area of expertise
  • Define quality control metrics and devise methods to ensure compliance with standards
  • Draft contract, request for proposal and other commercial documentation to ensure complete, accurate and clear Statements of Work (SOW), quality measurements, payment achievements, deliverable expectations, workmanship standards, and other applicable detail
  • Develop asset life cycle plans, assessment criteria and substantively contribute to the creation and maintenance of financial models
  • Assist business clients with the preparation of Needs Documents (ND), Business Cases (BC) and Project Approval Documents (PAD) through the provision of consultations, recommendations, scope alternatives and related estimates
  • Act as steward and provide governance to the translation and interpretation of technical GTAA standards, specifications and requirements as reflected in product designs, contract documentation, and construction
  • Establish a comprehensive restoration plan outlining proposed investment activities, resources demands, interfaces, dependencies, risks, problem areas, schedules and cash flow by period
  • Certify all invoices from consultants are within the terms of their contractual obligations and are payable
  • Ensure that all changes to the work proposed during the design and construction stages align with GTAA standards, regulations and sound professional practice


This is a unionized position with an hourly wage of $52.01, based on a 37.5 hour work week. The successful candidate must be available to commence the duties of the position once a selection decision has been made. A test will be administered as a part of the recruitment process.


Qualifications:


  • Bachelor’s Degree in Electrical or Mechanical Engineering
  • Able to obtain “DA” class AVOP permit within 30 days of appointment to position
  • Licensed Professional Engineer with Professional Engineers Ontario (PEO). For out of province trained Engineers (out of province or international), Engineer-in-Training (EIT) status will be accepted under the following conditions: Bachelor’s degree in Mechanical or Electrical Engineering from a PEO recognized educational institution; no educational deficiencies are noted by the PEO, whereby candidates have no outstanding remedial courses or examinations required to obtain licensure; full licensure can be obtained within 12 months of job offer
  • A valid class “G” Ontario Driver’s license is required
  • Able to obtain and retain a Transportation Security Clearance at the designated level for the position
  • Minimum 5 years’ experience in the design, construction and maintenance of industrial and commercial capital equipment


Knowledge, Skills and Abilities:


  • Knowledge of field construction, project management, and procurement methods and practices, including standard safety requirements, procedures in construction, document control, site acceptance testing, and factory acceptance testing
  • Ability to interpret these documents for consultations with occasional users
  • Knowledge of mass transportation technologies along with associated regulations, laws and technology limitations
  • Ability perform quantitative and qualitative analysis and modeling for the purposes of decision support, and continuous improvement
  • Knowledge of Professional Electrical or Mechanical Engineering principles; theories and practice; and project planning and scheduling, budgeting and estimating, cost control and accounting, quality control and reporting
  • Exceptional oral communications and writing skills including the ability to influence resolutions where all parties concerned may not have a complete understanding of requirements, constraints and perspectives
  • Ability to translate technical ideas and themes into, and from drawings, specifications, standards and other forms of print, written or visual material, into palatable messages for non-technical audiences
  • Advanced knowledge of computer applications including, but not limited to Microsoft Office 365, project scheduling software, Maximo, ProjectWise, Oracle Enterprise Resource Planning, and MicroStation
  • Ability to work with others, to identify problems and develop solutions, and establish effective working relationships with management, co-workers and contractors while meeting GTAA objectives
  • Ability to interpret construction drawings, specifications and building codes to assess alignment to operational and departmental standards
  • Knowledge of contracts, including the ability to review the work of architects, consultants and contractors pursuant to the terms and conditions of the contracts and good workmanship principles; and to apply standard contract administration procedures and practices for the benefit of, and to achieve the objectives of, the GTAA
  • Ability to lead client expectation, influencing changes to scope, leading vendors, and communicating impacts, risks and progress to partners
  • Knowledge, ability and desire to apply Professional Engineering statutes including Design, Protection of Public, and Code of Ethics requirements
  • Knowledge of basic financial concepts relating to the definition, application and impact of capital expenditures, operating expenses, and the GTAA’s balance sheet
  • Knowledge of escalating, elevating, and conveying devices along with associated regulations, laws and technology limitations
