We are currently seeking experienced candidates for the position of Emergency and Continuity Manager. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 14 paid holidays a year.


Salary


The salary range for this classification is $3,750 to $11,146 per month.


The anticipated salary hiring range is up to $8,334 per month, commensurate with qualifications and experience.

Position Information


The California State University, Office of the Chancellor, is seeking an Emergency and Continuity Manager to have primary responsibility for the management of the CSU’s Business Continuity Program. This includes leading the systemwide continuity affinity group and managing associated workshops, training, policy and guidance documents. The incumbent also serves as the Deputy Emergency Management Director on CSU’s Systemwide Emergency Support Team and may manage the team in the absence of the Director. The incumbent shares responsibility for managing all components of CSU emergency / continuity incident response that may include sensitive and confidential matters.

Responsibilities


Under the general direction of the Director, Systemwide Emergency Management & Continuity, the Emergency and Continuity Manager will:


  • Direct updates, training and implementation of the Chancellor’s Office Continuity of Operations Plans.
  • Manage and facilitate systemwide emergency management and continuity training courses and webinars.
  • Provide leadership and direction of Systemwide Business Continuity policies and programs by creating and compiling guides, sample documents, templates, and best practices to support campus counterparts.
  • Function as Deputy Director of the CSU Systemwide Emergency Support Team and Chancellor’s Office Emergency Operations Center.
  • Manage Business Continuity affinity group to identify common systemwide needs that can be addressed through collaborative and cooperative workgroup efforts. Support the Emergency Manager’s Affinity Group as needed.
  • Develop, facilitate and evaluate emergency management and continuity exercises for both the Systemwide Emergency Support Team and campus EOC teams.
  • Manage emergency notification systems, departmental continuity plans and emergency preparedness training for Chancellor’s Office staff.
  • Manage EOC software and communications tools including operations, maintenance, development and training.


Qualifications


This position requires:


  • Proficiency with office computer systems required.
  • At least one year of experience with lead responsibility for managing programs or supervising teams is required.
  • Ability to travel by air/car/train and overnight as necessary to perform duties required.
  • Possession of a valid California driver license required.
  • Facilitation of multi-stakeholder meetings is required.
  • Experience with program management is required.
  • A minimum of four years of relevant experience required to include a minimum of two years emergency management or continuity experience.
  • Must be available to respond during emergency situations.
  • Graduation from an accredited four-year college or university with a bachelor’s degree in Emergency Management, Homeland Security, or a related field; or equivalent combination of education and experience is required.


Preferred Qualifications


  • Completion of the Homeland Security Exercise Evaluation Program and Continuity training courses is desirable.
  • Experience with higher education institutions preferred.
  • Associate Business Continuity Professional (ABCP) or Certified Business Continuity Professional (CBCP) is preferred.
  • Certified Emergency Manager or comparable state emergency management certification is preferred.
  • Experience administering emergency operations software is preferred.
  • Experience in a major university environment is preferred.

Conflict of Interest


The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.

The Chancellor's Office policy requires that the selected candidate successfully complete a full background check (including a criminal records check) prior to assuming this position.
