Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our OnCorr Operations Office is seeking Director, Operations Readiness to manage the delivery and implementation of Oncor project. As Director, the incumbent will engage and secure agreement with internal and external stakeholders to develop strategic operational readiness concepts of operations and maintenance to achieve the objective of Operational Readiness for each project implementation, such as Operational transition, new signalling systems and electrification. The incumbent works closely with the businesses and technical leadership and serves as an expert resource to ensure the projects are complainant, safe, and meet the operational readiness objectives of Metrolinx


What will I be doing?

  • Provides input into the Divisional business plan, coordination of requirements gathering, oversight of the team, management of day to day processes and collaboration, and bring focus and coach the team on strong project management
  • Manages complex project issues and risks, facilitates effective conflict resolution, and communicates with internal and external stakeholders and manages their expectations
  • Effective management of communications with the sponsor/owner, other business stakeholders.
  • Collaborates and leads to deliver innovative solutions for the project and promotes a culture of continuous improvement
  • Develop procurement documentation for readiness resources.
  • Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic corporate goals
  • Ensure that the necessary people, performance programs and project oversight are in place sufficiently in time to deliver a smooth transition as the operational phase of each program of the project goes live or enters into service.
  • Coordinates, manages and leads the works as outlined in the Oncor Operations Operational Readiness objectives.
  • This role will be critical to identifying, defining, organizing, and implementing the deliverables and tasks that are required for readiness
  • Plans,, directs and monitors all aspects of the assigned Oncor projects. Provides strategic advice to stakeholders to achieve the Mx Operational Readiness objectives.,
  • Develop and manage Power BI dashboards and physical visualization boards. Responsible and accountable for the overall management and leadership of operational readiness activities for the Operational OnCorr projects.
  • Assist, support, and develop documentation or training required with business units to support readiness.
  • Ensure all operational readiness milestones are in alignment with project sponsorship requirements.
  • Responsible for building and providing direction to a diverse, inclusive, and multi-disciplined team, including all business partners. Works closely with business and technical leadership.
  • Delivers operations readiness for each project from the capital project, commercial agreements through to commissioning and transfer to Operations within scope, on schedule, in accordance with good project management and construction practices.
  • Prepares and monitors the strategic goals and objectives to deliver the OnCorr Operational Readiness plan from construction through to substantial completion, Operations handover and Project Completion.


What Skills and Qualifications Do I Need?

  • Project management and coordination skills to provide senior leadership and oversight to staff and project teams within budget and schedule restraints and monitor project performance
  • A valid Class “G” driver’s license is required
  • Completion of a degree in Engineering, Business or a related discipline or a combination of education, training, and experience deemed equivalent
  • Experience in strategic planning, risk management, project management and change management
  • Project Management Professional (PMP) certification is an asset
  • Demonstrated ability to build and maintain strategic relationships in order to work across division and with internal and external stakeholders/clients
  • Expert in influencing and driving agreement among senior leaders and multiple stakeholders
  • Leadership skills and ability to manage a diverse group of project specialists and consultants
  • Extensive knowledge of overall business planning; understanding of the decision-making processes to develop appropriate strategic approaches to operational readiness.
  • Comprehensive knowledge and understanding of construction engineering, construction processes and transportation operations.
  • Minimum of 15 years of progressive experience in Operational implementation, transportation operations, including at least five years of experience managing large, complex, multi-year transit projects
  • Expertise in leading change and ensuring effective risk management analysis, status reporting and issues management processes are in place
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.), to monitor and manage employees and contractors
