Position Summary

The Chief Administrative Officer is responsible for the strategic planning, development, coordination, and leadership in the delivery of services to the Town of Fort Frances to meet municipal objectives, policies, and plans as set out in enacted by-laws, resolutions, and policies at the formal request of Council. This position reports directly to Mayor & Council. The CAO regularly communicates with the Mayor regarding issues impacting the organization and the community as a whole.


Qualifications

  • A professional certification in Accounting, Engineering, Human Resources, or Public Administration is preferred.
  • Joint Health and Safety Committee (JHSC) certification is an asset.
  • A minimum of a four-year degree in Business, Public Administration, Engineering, or a related field.
  • Demonstrated experience in financial management, human resources management, municipal operations, economic development, and governance.
  • Four to six years of demonstrated professional experience in positions requiring management, senior administrative and fiscal management responsibilities.
  • A graduate degree in a related field is an asset.

Revenue, Asset and Expenditure Scope

Annual Municipal Expenditures ~$25 M

Average Capital Expenditures ~$6-12 M

Annual Water & Sewer Expenditures ~$5-6 M

The incumbent Oversees the preparation of the annual budget (including the capital budget) for submission to Council and bears responsibility for its administration after adoption.


General Responsibilities

1. Directs the day-to-day operations of the municipality in accordance with Council- approved plans and policies and applicable legislation.

2. Organizes the operations and activities of the municipality into divisions, departments, or other administrative agencies, subject to the final approval by Council.

3. Oversees the preparation of the annual budget (including the capital budget) for submission to Council and bears responsibility for its administration after adoption.

4. Attends all Council and committee meetings and makes recommendations, observations, and suggestions.

5. Advises Council of the selection, promotion, and termination of subordinate staff. Through regular communication ensures that Council is aware of key personnel decisions and significant personnel issues, including those that may lead to arbitration or litigation.

6. Provides supervision and oversight to management with respect to all staffing activities in accordance with policy, legislation, and the relevant provisions of collective agreements.

7. Responsible for providing oversight to ensure the organization complies with Occupational Health and Safety Act and its regulations.

8. Responsible for overseeing the negotiation of collective bargaining agreements.

9. Submits regular reports to Council on the operations and activities of municipal departments.

10. Submits recommendations orally or in writing on matters relating to the operation of the municipality’s administrative structure and, if necessary, directs that any written reports be recorded as part of the proceedings of Council.

11. Provides leadership and participate in meetings of the senior management team, providing direction and guidance.

12. Directs, coordinates, and supervises the implementation of all studies, policies, procedures, plans, and programs approved by Council, including the Strategic Plan.

13. Acts as a liaison between Council and management.

14. Ensures that regular and effective communication with the public is undertaken in regard to operational matters. Supports the Mayor and Council with public communications as applicable.

15. Responsible for the preparation and presentation of briefing notes on issues impacting our community to senior levels of government. May work with Mayor and Council in the preparation of these documents as applicable.

16. Oversees the day-to-day activities of the economic development service providers and staff members. Supports economic development in the community by helping to put the conditions in place to facilitate job creation and growth in assessment value.

17. Ensures the development and promotion of effective corporate administrative policies and practices and provides guidance and advice to managers and Council on such matters.

18. Coordinates and reviews all Council reports and recommendations of managers, together with comments, analysis of options, and recommendations as deemed necessary.

19. Monitors the performance of managers and ensures that performance management is undertaken on an ongoing basis and that performance evaluations are completed in accordance with policy.

20. Facilitates and coordinates corporate planning and strategic initiatives with Council and Administration.

21. Ensures that Administration remains compliant with all legislative requirements.

22. Acts as a representative of the Town in meetings with ratepayers, other municipalities, and representatives of agencies, boards and commissions, and other levels of government.

23. Provides guidance and oversight on all grant and subsidy applications for the municipality and participates with managers in drafting funding applications.

24. Serves as the Accountable Executive for the Safety Management Systems regulation of Transport Canada concerning the Fort Frances Municipal Airport.

25. Liaises with the Ontario Provincial Police and stays abreast of current issues in the community.

26. Negotiates and administers service contracts with the Ontario Provincial Police.

27. Participates as part of the senior management team assigned to the Drinking Water Quality Management System Operational Plan.

28. Undertakes additional responsibilities as directed by Council.


Working Conditions

  • Work is primarily indoors with minimal exposure to disagreeable outdoor conditions.
  • The incumbent is exposed to adverse conditions on a limited basis, and may deal with difficult people, complaints, and occasional verbal abuse from members of the public.
  • Most of a typical workday is spent indoors in private office surroundings. The remainder of is spent in meeting rooms, common areas, performing site visits, or local travel.
  • The position requires a high degree of concentration for extended periods of time. The incumbent will experience frequent interruptions.
  • Demands for out-of-town travel vary but may require 8-12 trips per year for 2-5 days at one time.
  • This position requires a minimum of 40 hours per week, with frequent to regular requirements for additional hours.
  • Additional hours are related to periods of heavy work volume, attendance at Council and Committee meetings, and meetings with other government officials.
