Business Intelligence Analyst/ Developer

With more than 1000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires a Business Intelligence Analyst/ Developer. As the Business Intelligence Analyst/ Developer…
You Will:
- Responsible for supporting performance management for the police service; consult and communicate with the Director, Information Technology (IT) or designate on all data extraction, manipulation, interfaces, and business tools software integration;
- Create and maintain complete user and technical documentation/manuals for new/modified software and its integration into the RMS/CAD system. Train users and PC Support Technicians on new and modified system developments;
- Assist in drafting police service Information System policy, procedure and related documents; and
- Analyze and report on proposed new Information Technology systems and integration. Provide input on how proposed systems may impact existing systems and databases;
- Monitor data quality by establishing business rules, analyzing errors and exceptions, and regularly reporting on the results. Issue other reports, as identified, to assist with performance management tracking;
- Work with the Strategic Planners and the Crime Analysis team to investigate, design and build interfaces between the Intergraph-CAD, Niche RMS, Kronos, ESRI /GIS products, SPSS (Statistical Package for Social Sciences), Communications Centre call data analysis, and Communications Centre call management software applications to address analytical requirements;
- In response to requests from the Strategic Planners, Crime Analysis team, and other members of the Service, set up and prepare processes to extract data and statistics for unique and isolated requests for information;
- Provide technical expertise, explanation and advice regarding the RMS computer systems to the IT Systems Analyst and management. Analyze new system proposals to determine the impact on the current system including integration details;
- Perform other duties as required.
- Analyze existing software and data resources to monitor data quality and issue reports on performance management to facilitate staffing and service delivery needs analyses, ensuring system functionality, correctness, reliability, efficiency, accuracy and integrity of data;
- Provide input and recommend solutions to management on problems that require changes to specific Intergraph-CAD, Niche RMS, Kronos, ESRI/GIS products, SPSS, Communications Centre call data analysis, and Communications Centre call management software modules;
- Communicate with Information Technology and Strategic Services staff on a regular basis to discuss and assess the impact of requested changes in programming when asked to develop new and/or modify existing applications;
- Perform detailed analysis including: data conversion analysis, data flow modeling and business requirements collection for system integration projects. Capture and track issues to ensure that problems have been resolved, ensure documentation is complete, and finalize/maintain subject area design documents;
You Have:
- Two (2) years of previous experience in programming, analyzing large complex databases and/or project management is required;
- Knowledge of advanced level skills in using spreadsheets and databases. Ability to write queries to collect data, analyzing data, using pivot tables and statistical tools, developing analysis results based on the information collected, and presenting that data in an understandable format;
- Written skills to write proposals, prepare correspondence, technical user documentation and instructions for user reference;
- Communication and interpersonal skills are required to question and probe to obtain information as required; explore solutions to troubleshoot and resolve system analysis and design queries;
- Successful completion of a three-year community college diploma in Information Systems, Computer Science, Business Management or a related field;
- Highly developed judgement and problem-solving skills required to analyze, assess, evaluate, implement, trouble shoot, modify and program RMS/CAD computer systems and network applications; and to extract and convert data from multiple sources consistently in accordance with mandated guidelines;
- Knowledge of system interfacing, troubleshooting, documenting and training methods required in order to implement and maintain interfaces with other systems;
- A valid Class “G” Ontario Driver’s Licence with no more than six demerit points required to travel within and outside the region to attend meetings and seminars.
- Skill in the operation of a personal computer with basic keyboarding skills and knowledge of software programs such as all Microsoft Office products, Quattro Pro, and Paradox, in a Windows environment;
- Knowledge of systems analysis and design; database design using Oracle with VMS-RMS and UNIX operating systems and computer programming such as C, MS C++, COBOL, VAX MACRO, DCL, TRIFOX, SQL, SQL*PLUS, PL/SQL, HTML, ORACLE Developer 20000, ORACLE Discoverer, Oracle Forms, Oracle Reports, UNIX - SHELL, C & TRIFOX, ORACLE RDBMS, VAX/VMS, UNIX, and MS 2003 system interfacing;
- Knowledge of operational analysis, planning and research functions, research methodologies, statistical analysis, strategic and tactical data analysis, strategic planning practices and processes, business planning, information systems, including police issues, crime analysis, the criminal justice system and courts;
You Are:
- Able to communicate in person, by phone and e-mail with outside vendors and contractors, including personnel from government agencies and external service partners to clarify information terminology;
- Able to meet the testing and police security requirements and to maintain confidentiality; and
- Able to organize and prioritize tasks to establish and prioritize work schedules and to fix database corruptions immediately; extract data to meet urgent specific requests; and, to repair software that is critical for system functioning;
- Able to reference and interpret technical manuals and to research the Internet to evaluate various new developments in operating systems; and, to remain current in computer programming technology is required;
- Able to acquire knowledge of police computer networks including Intergraph-CAD, Niche RMS, Kronos, ESRI GIS products, SPSS, Communications Centre call data analysis, and Communications Centre call management software applications, the Intranet, and the Dictation System, to locate information and send messages;
- Able to provide advice and guidance to users who are familiar and unfamiliar with information technology;
- Able to acquire knowledge of Waterloo Regional Police Service branches, functions and operations, policies, procedures and practices related to Information Technology and integration;
- Able to participate as an effective team member and to support and project values compatible with the organization.
