Job Summary


An opportunity to apply your exceptional leadership, organizational and prioritization skills


The Laboratory and Blood Services Branch is responsible for overall strategic planning, policy development, monitoring and evaluation for two lines of provincial health care business: laboratory services and blood services. The Branch is responsible for Point of Care Testing (POCT) including leading implementation and monitoring of the federal government's COVID-19 rapid point of care testing and screening programs and the development, implementation, and evaluation of B.C.'s Community POCT Policy including assessing the need for strategic framework guiding the use of POCT in the acute care system.


Reporting to the Executive Director, this position is responsible for leading the collaboration of internal and external partners to support the implementation, monitoring, reporting and evaluation of the federal government's COVID-19 rapid POCT and screening programs in workplaces, schools and other venues across the province, and for leading the negotiations with stakeholders to implement innovative approaches to delivering POC testing in BC.


Job Requirements


  • Master's Degree in public administration or health sciences or a related field and a minimum of 3 years recent related experience; OR
  • An equivalent combination of post-secondary education and experience may be considered.
  • Bachelor's Degree in public or business administration, or health sciences or a related field and a minimum of 4 years recent related experience; OR
  • Diploma in public or business administration, or a related field and a minimum of 5 years recent related experience;OR


Recent and progressive related experience must include all of the following:


  • Experience establishing collaborative relationships with executives and leading organizational change associated with implementation.
  • Experience at a senior level leading major projects of large scale and complexity that have multiple project delivery components.
  • Experience leading and coaching public service teams and/or multi-disciplinary professionals and/or managers in the development and implementation of complex projects.


Preference May Be Given To Candidates Who Demonstrate


  • Experience navigating challenging stakeholder interactions within the last 2 years.
  • Experience in supporting BC's response to the COVID-19 pandemic.
  • Experience successfully leading major projects/initiatives with multiple complex stakeholder groups within the last 2 years.

Flexible work options are available; this position may be able to work from home a few days a week as per the Telework Agreement.


This position can be based out of any of the location(s) listed above.


This is a temporary opportunity until 07/31/2024. A permanent appointment may result from this temporary appointment.
