Job Function


Assist in the conduct of health and safety related research, impact assessments and other specialized studies to determine Health and Safety business/regulatory needs. Assist in the development, and preparation of programs, processes, standards, procedures or methods related to health & safety within Health & Safety and environmental management systems.



  • Assist in the development and preparation of programs, processes, standards, procedures and methods related to health & safety.
  • Provide guidance to internal and external stakeholders in the implementation of specific recommendation, programs, procedures and practices that have or will be approved.
  • Research available resources/contacts to propose effective recommendations to help address problems. Prepare comprehensive reports and specifications and present solutions, producing necessary documentation, as necessary.
  • Maintain an awareness of advancing technology developments and improvements in technical standards, legislations and regulatory requirements and new products, services and innovations related to Health & Safety
  • Assist in the monitoring, control and redirection of health & safety programs and projects. Monitor internal business units and external service provider performance, report variances and give redirection, if required. Assist in following up with internal business units, external service provider, stakeholders and customers.
  • Assist in reviewing and improving health & safety performance, legislations and regulatory requirements for customers.
  • Assist in the preparation of management Reports, Implementation and maintenance of management systems databases, and records, as required.
  • Support the development and implementation of concepts that address specific problems including working with customers and service providers, when required.
  • Provide necessary health & safety support to internal business units and external service providers.
  • Perform other duties as required
  • Assist in the preparation of health & safety business cases, review technical standards and work specifications.
  • Assist the unit in working with internal business units and external service providers to ensure capabilities in evaluating performance for continuous improvement. Liaise with other internal work groups, divisions and outside interests.


Education


Selecton Criteria:


  • Requires knowledge of computer technology to utilize safety management systems to produce reports.
  • Requires knowledge of occupational health & safety management to develop health & safety programs. Requires good knowledge of health & safety legislation to assess management performance. Requires knowledge of mathematics and statistics to analyze safety data and trends.
  • Requires good knowledge of English and communication skills to prepare training instructions, documents and communicate effectively with internal and external contacts.This knowledge is considered to be normally acquired through the completion of 4 year university education in Occupational Health and, Safety studies or by having the equivalent level of education.


Experience


  • Problems may be encountered when developing health & safety studies. Solutions to these problems requires analysis of numerous variables and alternative solutions, exercising judgment, referring to past practice or precedent, but requires interpretation, modification, extension or variation of legislation, regulations, standards, policies and procedures to accommodate problem uniqueness and ensure the Company's best interests are protected.
  • May on occasion require showing others how to perform tasks and duties.
  • Requires experience with the Canadian Standards Association methods of coding safety incidents.
  • Requires working with various external organizations to gather information or data on health & safety related matters relevant to the problem being investigated as circumstances dictate. Requires contact with the Ministry of Labour, TSSA, and Joint Health and Safety Committees to provide and obtain information related to health & safety related matters.
  • Requires an understanding of health & safety issues in order to work with the Ministry of Labour, TSSA and Joint Health and Safety Committees. Requires experience with business information systems, software applications and computer hardware to develop, implement and support systems such as ICM, HOLMS, HODS, SharePoint.
  • Requires an understanding of e-learning and training development on the e-learning platform. A period of over 4 years and up to and including 6 years is considered necessary to gain this experience.
  • Requires working with various LOB Departments on health and safety and related matters including development and implementation of HS programs, resolving questions and issues that are not controversial and addressing HS application and/or information systems and (i.e. ICM, HOLMS, HODS, SharePoint).
  • Requires receiving assignments from the Supervisor with general instruction or discussion on special aspects. Problems regarding performance of the work or relatively important matters are required to be referred to the Supervisor for advice and guidance. Work assignments are checked at significant stages or upon completion, by Supervisor.
  • Requires an understanding of the application of health & safety legislation and practices.
  • Requires experience to be familiar with network communications, procedures, standards and work routines.
  • Errors could occur in gathering information or developing programs for dealing with safety problems which would likely be detected by the Supervisor before becoming too serious. Some confusion, interruption or loss of time to other employees could occur if errors remain undetected until reaching field locations.
  • Requires working with external vendors and external service providers.
