Job Description
Job Title: ASSISTANT DIRECTOR - FACILITY ADMINISTRATOR


This Position: X Exempt


This Position: X Supervisor


Reports To: Director/Chief Juvenile Probation Officer


Brief : Responsible for the daily operations of the facility, which includes both the post and pre-adjudication programs. Ensures that services are continually evaluated and being implemented in a manner that best serves the youth of Bell County Juvenile Services.


Basic Qualifications


  • Must be of good moral character.
  • Must have a personal vehicle that is dependable for day-to-day transportation.
  • Must possess physical stamina to handle potential outbursts of violent youth. Must be able to restrain and/or handcuff a child who is resisting.
  • Current Juvenile Probation Officer Certification.
  • Must have a valid Texas Driver's License and proof of adequate liability insurance.
  • Three years management experience in juvenile corrections;
  • Must have, or meet the criteria for:
  • Current Supervision Officer Certification; and
  • Must have the ability to work with a diverse population.
  • Master's degree preferred, but not required.
  • Five years of experience in juvenile corrections;
  • No staff member may possess while on duty any firearm, illegal weapons, or chemical agents.
  • Must have bachelor's degree conferred by a college or university accredited by an accrediting organization recognized by the Coordinating Board, Texas College and University system;


Essential Job Functions


  • Fulfill all duties related to his/her assignment as directed by the Texas Juvenile Justice Department. This includes, but is not limited to, all policies in accordance with the Prison Rape Elimination Act (PREA), Texas Family Code, Bell County Employee Handbook, and Bell County Juvenile Services policies and procedures.
  • Has a general to specific knowledge of every policy, procedure, and practice.
  • Time is vastly spent performing administrative duties regarding operations of the facility.
  • Duties include, but are not limited to: the supervision of facility staff; preparing reports and providing statistical analysis; providing input and making recommendations for staff and program development;
  • Maintains a clear distinction between the role of the administrator and supervisory/direct care staff.
  • Develops and sets the course for operations in conjunction with the supervisory team.
  • Serves as a technical and general resource for the supervisory team.
  • Performs other related duties as may be assigned by the Director/Chief Juvenile Probation Officer.
  • Monitor programs and process, recommend and initiate changes in policies and procedures.
  • Address behavioral issues/concerns to ensure compliance, to include assisting staff during any situation that requires the use of Handle with Care and the department approved behavior management program.
  • Always maintain his/her appearance and appropriate professional behavior.
  • Evaluates and monitors data, trends and/or phenomena to determine the efficacy of existing policies, procedures, and practices.
  • Provides and models confident and decisive leadership to the supervisory team for emulation.
  • Coordinates the activities of the supervisory team.
  • Keep the Director advised of all critical situations that may arise.
  • Allows the supervisory team to implement the operations while monitoring progress and making necessary adjustments.
  • Assists in the development and management of the budgetary requirements of the facility.
  • Periodically surveys and inspects the condition of the physical plant to ensure appropriateness for the housing of residents.
  • Empowers supervisory staff to be independent decision makers.
  • Operates with a mindset to be prepared for the unprecedented.
  • Mentors and coaches supervisory team by sharing expertise to broaden the scope of the team members ability to make and implement proactive decisions.
  • Periodically surveys and observes the direct-care activities of supervisors and line staff and provides constructive feedback.
  • Has general to specific knowledge to the application of every policy, procedure, and practice.


Regular attendance is essential. Incumbent must arrive at work on time, prepared to perform assigned duties and work assigned schedule. Incumbent must have the ability to work well with others. Incumbent must be able to perform the essential functions of the position without posing a direct threat to the health and safety of themselves and others. Must be able to effectively use computer software and data systems. Bell County will conduct background checks that will include a criminal background check and may include motor vehicle records, employment records or educational attainment. Overview


Reporting to immediate afternoon supervisor - the afternoon Shift Lead will be responsible for overseeing the daily afternoon operations of designated area.


Primary Duties


  • Ensure that a safe working environment is maintained at all times by staying compliant with Thermon standards, including but not limited to training of staff and improvements to workflow while following work centre schedules
  • People interaction (20 - 30%). Example activities People Development, one on one coaching, walking throughout work area during assigned shift, conflict resolution among the team, group meetings & training
  • Review and understand schedule
  • Delegate workload
  • Keep all areas clean and free of debris
  • Ensure operators are trained to meet all safety requirements
  • Ensure compliance to work centre schedules
  • Any other duties as assigned
  • Contribute to continually improve workflow
  • Report and look after any problems, safety issues, near misses and document on appropriate forms in a timely manner
  • Ensure that all production related paperwork is monitored, controlled, and completed in a timely manner
  • Assist supervisor in overseeing all work and work methods in area
  • Instruct and train personnel on tools and / or machines while maintaining training records / matrix / LOTO / SWP's
  • Prioritize jobs and organize work on a daily basis


Education And Qualifications


  • Minimum five years' experience in a manufacturing environment is required
  • High School or equivalent
  • Minimum two years' experience as a Working Lead Hand required
