POSITION: Asset Strategy & Planning Specialist (New)


REPORTS TO: Manager, Enterprise Asset Management

Accountability Statement


The Asset Strategy and Planning Specialist supports asset management strategy which translates Ontario Northland strategic objectives into asset management objectives. The Asset Strategy and Planning Specialist facilitates the annual asset management planning process including application of the whole lifecycle cost manual which is used to inform Ontario Northland’s capital asset management plan. This includes ensuring that Ontario Northland capital financial information is complete, verifiable and accurate.


Major Duties/ Responsibilities


  • Manage the Ontario Northland asset management strategy development process that translates Ontario Northland strategic objectives into asset management objectives
  • Support the development and compiling of asset management plans (final document) and plan for improvement
  • Conducts medium and long-term analysis using the Decision Support System (DSS) Tool for modelling asset deterioration, levels of service and to develop the long-term investment profile for the asset base, once DSS in place
  • Leads and develops the ongoing asset management strategy for the Enterprise during EAM Program mobilization:
  • Identify and pursue opportunities to continuously improve processes related to strategy and planning
  • Leads the development and update of the Corporate Asset Management Plan, including preparing 10 year and 30 year capital plan requirement
  • Leads the implementation of Asset Management Roadmap initiatives at the Business Unit level
  • Support the submission of budgetary requests to the Ministry of Transportation
  • Support the development of the asset management strategy and the deployment of the update process
  • Leads and develops the ongoing asset management strategy for the Enterprise Once EAM program is mobilized:
  • Define key strategic initiatives in collaboration with key senior management stakeholders to develop an asset management framework for the Enterprise
  • Support the development of the capital request prioritization model
  • Establish a community of practice for asset strategy and integrated planning
  • Engage staff and senior management to assess the implications of existing strategic initiatives and develop new strategies to optimize investment planning
  • Leads the development of risk profiles, input to the capital plan and budget coordination
  • Support the development of EAM strategic processes, including: asset management planning process, capital planning / integration and related processes that are developed as part of the EAM target operating model
  • Manages relationships with internal and external stakeholders.
  • Perform other duties as required by the Manager of Asset Management
  • Review and support the prioritization of all capital business cases for each new ask
  • Facilitate the yearly asset management planning process to inform state of good repair or expansion investment needs
  • Support business units in updating their yearly asset management plans based on outputs from the whole life cost cycle analysis manual and associated models
  • Provides leadership in enabling strategic change and corporate vision to stimulate advances in governance, accountability, and the implementation of asset management best practices.
  • Support people resource planning for the Asset Strategy and Integrated Planning initiatives, identifying desirable role and skill mix requirements, and ensuring ongoing work quality and deliverability of results.
  • Document and manage updates to the whole life cost cycle analysis manual to enable evidence-based asset management decision making and to inform state of good repair investment requirements
  • Support the internal audit of the Ontario Northland asset management policy


REQUIREMENTS:
  • Institute of Asset Management (IAM) Certificate or Diploma is preferred
  • Ability to elicit cooperation from a wide variety of sources, including other project members
  • Proven experience as a customer-service leader with the ability to demonstrate value-add service delivery to key stakeholder and clients
  • Thorough knowledge of rail, remanufacturing and motor coach industries and applicable legislation
  • Experience working both independently and in a team-oriented, collaborative environment is essential
  • Post-secondary degree in Engineering, Business, Finance, Accounting or a related discipline
  • Strong problem solving and analytical skills with keen attention to detail
  • 3-5 years of experience in asset management
  • Strong communication skills, including written and verbal
  • Proven ability to create innovative solutions to operational and administrative challenges and develop and implement recommendations for improvements to existing policies programs and processes
  • Professional Engineer (P.Eng), Certified Engineering Technician (CET), or Chartered Professional Accountant (CPA) is preferred
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial
  • Proven experience in creating performance metrics and outcome measures to evaluate success
