Job Description
Under the authority of the executive director, the director of Out-of-Region Services assumes an important role in terms of access to services for the Nunavik population by ensuring management of the Nunavik non-insured health benefits (NIHB) program and by developing and ensuring regional management of the Inuit Child First Initiative (Jordan Principle).
These two programs aim to mitigate health inequalities for beneficiaries of the James Bay and Northern Québec Agreement (JBNQA) by fostering access to health care, services or products that are not readily available to eligible Nunavimmiut. The NIHB program is accessible to all eligible beneficiaries and the Inuit Child First Initiative to those aged 0 to 18 years.
The Inuit Child First Initiative guarantees for Inuit children access, when they require, to the products, services and support necessary in the health, social and education sectors funded by the federal government. The initiative is available to Inuit children whether or not they reside on the Nunavik territory. There are many similarities and links between the two programs and their joint management aims to place the issue of access to services at the core of the Department of Out-of-Region Services’ mission.
The director also has the responsibility of ensuring concerted efforts with the various partners for initiatives aimed at providing health and social services for JBNQA beneficiaries living off the Nunavik territory. For that purpose, he or she participates in various committees that contribute to the service supply destined for Inuit residing in urban regions.
Qualifications
  • Proven capacity for managing diverse and complex tasks requiring diplomacy, innovation and dynamism
  • Good capacity for adaptation and teamwork
  • Mobilizing leadership
  • Will to engage in the interests of JBNQA beneficiaries
  • Integrity, good sense of responsibility and ability to render accounts
  • Ability to speak French and Inuktitut or English and Inuktitut; the ability to speak all three languages in use in the region shall be considered a major asset
  • Minimum of five years’ experience in a management capacity in the health and social services network or within another sizable organization; a combination of relevant experience and training may be considered
Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
Conditions And Benefits
Permanent, full-time position
Position based in Kuujjuaq
Salary according to the rules set forth by the MSSS (Class 43 - 108,683$ to 141,289$/year)
Health and Social Services Network Employees Potentially Eligible for Northern Leave Without Pay
Northern benefits: retention premium ($6,000/year), isolation premium ($10,627/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
