Job Description
PURPOSE


As the mandates and lines of business for Infrastructure Ontario (IO) continue to grow, the IO procurement function, as part of IO’s strategic plan and enterprise risk framework commitments, is seeking to modernize and transform its approach to contract administration across key corporate functions and ultimately in support of all IO’s business lines.


In this newly created role, you will be responsible for establishing, leading, and overseeing IO’s first centralized contract administration function . With the support of IO’s Chief Procurement Officer, and reporting to the Senior Vice President, Procurement, you will act as a the sponsor for IO’s business transformation towards modern, digital requisition and contract administration practices. IO will rely upon your experience in change management strategy to support this evolution away from IO’s current manual process environment. As part of the procurement departmental leadership team, you will contribute to the integration of functions and processes among various groups within IO, lead staff through change, educate and cultivate existing talent, begin the building of a dedicated contract administration team, and have the opportunity to provide impact to the Province of Ontario across a broad set of mandates.


Ultimately, you will join one of the leading public procurement functions globally, whose excellence and depth in commercial strategy, transaction execution, and process design must now be balanced with modernization of internal requisition and purchasing control, better reliance upon data and systems, and more integrated in the management of enterprise risk.


What You Will Do


  • Be an active participant in team leadership of Procurement and Program Management, identifying areas of development for all staff within the division with emphasis on contract administration staff
  • Establish requirements and recruiting strategy to build a best-in-class contract administration team, leveraging third-party strategic support as needed to establish the IO Contract Administration function over three years
  • Oversee, lead and develop a change management strategy associated with evolving IO’s contract administration practices, identifying key allies, decision-makers, stakeholders, champions, detractors and influencers
  • Oversee the integration of contract administration practices and oversight with leadership from IO’s Information Technology, Procurement, Legal Services, Enterprise Risk Management, Program Management, Corporate Finance, Internal Audit and Strategy & Insights functions, committing to the enhancement of IO’s corporate operational efficiency, effectiveness and capabilities at pace with its growing business lines
  • Develop all applicable frameworks, guidelines and SOPs, establish such governance and create such educational and reference materials as required to assist in the implementation of a best-in-class centralized contract administration program


What You Will Bring


  • A university degree in business administration, technology, or law or relevant years of experience
  • Demonstrated experience tracking KPI’s and negotiating with vendors
  • Experience in leading or playing key roles in business process transformation, business process optimization, and/or the selection of transformational systems, with demonstrated understanding of change management
  • Procurement execution experience is an asset but not required
  • A supply chain management designation is an asset but not required
  • Progressive experience in a centralized function with knowledge of Best Practices
  • Experience with vendor performance programs is an asset

The salary range for this position is $137,000 to $205,500 with a corresponding job level of M4.
