Project Overview
The Dynamics Service is a GoA wide enterprise service that utilizes a next gen Platform-as-a-Service (PaaS) operating model. The platform is setup as a private cloud hosted in GoA data centers running Microsoft Dynamics CRM 365 software technology. Currently, the service is used by every ministry in the GoA and has over 1000 users across 35 production applications, many of which are business critical applications. There are many existing and upcoming projects that require a Technical Analyst role which is critical to the continued success of the Dynamics PaaS.
Also, the Action Request Tracking System (ARTS) is a web-based ASP Classic application used to create, route and track action requests (ARs) initiated from both external clients (public) and internal ones (Minister’s Office, Deputy Minister’s Office, Divisions and branches). Simply put, an AR is a request for action to be taken in response to a request or issue that needs to be addressed. One of ARTS basic design requirements was for it to be as flexible as possible in order to meet each ministry’s specific business needs, and provide uniformity in process and quality. Within the ARTS application, each ministry has its own organizational folder. Note that ARs can only be viewed and routed within the ministry folder they are created. The ARTS application has both an Active and archived environment. Approximately once per year, ARs that have been closed or cancelled for at least 3 months are moved to the archive database.
The resource will be working as a Technical Analyst for the GoA Dynamics Service as well as supporting the ARTS with Portfolio Delivery as a part of CSM Portfolio Delivery focusing on solutions delivery and Center of Excellence services. This role is currently primarily focused on ARTS and Dynamics including, but not limited to: Initiative Tracking System (ITS) and Alberta Communication and Correspondence Tracking System (ACCTS)
We are a Microsoft environment. Experience with .NET and SQL Server is required. The resource will be assigned to CSM – GS Portfolio Delivery. However, this role may be reassigned to work in other business areas as required.
Description of Services
Responsible for taking business requirements and translating them into technical requirements and solutions.
- Lead consultations and facilitate stakeholder meetings.
- Produce project artifices with XML; UML and/or other web-services technologies.
- Facilitate business process improvement sessions.
- Create stakeholder analyses.
- Assist in the development of new IT services.
- Create new business and technical processes and complete business process reviews/re-engineering for existing processes.
- Create project documents and associated planning documents.
- Responsible for business architecture design, software system specifications design, and database modelling.
- Identify required user training.
- Additional responsibilities as required by the Project Manager for a Business Analyst or Lead Technical Analyst role
- Participate iterative development using model-based processes .
- Ensure appropriate project communication occurs to all parties involved during all phases of the project.
- Create business requirements, functional specifications and technical requirements.
- Escalate unresolved issues/risks, options and recommendations.
- Perform project management, business and technical analysis and systems design in delivering complex software solutions spanning n-tier development environments.
- Prepare, update and manage documents defining the business requirements, software requirements, functional design, and project plans and schedules reflecting achievable deliverables for the applications.
- Schedule, organize and lead project status meetings and other meetings as required.
- Provide support by bridging communication between vendors, client ministries, and corporate technical and business teams.
- Prepare regular project status reports indicating project deliverables, possible risk and issues, time-lines and anticipated effort.
Mandatory:
M2 - The proposed resource must meet or exceed one of the following:
• University graduation in business, management or a related discipline and 4-yr Technical Business Analyst (BA) experience;
OR • 2-yr diploma in business, management or a related discipline and 6-yr BA experience;
OR • 1-yr certificate in business, management or a related discipline and 7-yr BA experience;
OR • 8-yr BA experience 4.0 years required
M3 - Experience in the design, development and implementation of complex IT solutions. 4.0 years required
M4 - Experience maintaining and supporting client server based applications using .NET and Oracle PL/SQL, stored procedures, and packages. 4.0 years required
M5 - Demonstrated experience with various programming languages such as SQL, Visual Basic, Visual Basic .NET, Classic ASP and ASP.Net 4.0 years required
M6 - Experience with projects spanning multiple technical environments 4.0 years required
M7 - Experience working in application developer role. This could include, but is not limited to, developing Complex Excel Spreadsheets/VBA Macros/SharePoint/.Net/HTML/SQL etc. 4.0 years required
M8 - Experience working with the Dynamics Client Relationship Management (CRM) software product 3.0 years required
M9 - Certification in Microsoft Dynamics CRM 2015 or higher *Select 'Verified' for YES, 'Not Verified' for NO.
M10 - Proposedresource must work from within Canada, due to network and data security issues. *Select 'Verified' for YES, 'Not Verified' for NO.
