About the Position

Reporting to the Director, Talent Acquisition, the incumbent serves the mission by building the recruitment and onboarding capabilities across the Territory to ensure the achievement of Territory staffing requirements through the development of processes, creation of tools, resources, and training to ensure consistent experience throughout the organization. This position provides ongoing support, through a deep understanding of processes, to continually update, troubleshoot and modernize The Salvation Army (TSA) ways of working.


KEY RESPONSIBILITIES:


Talent Acquisition Strategy Development & Delivery

  • Continuously manage the design, development and delivery of talent acquisition programs and providing recommendations regularly
  • Participate in the creation of talent acquisition key performance indicators & evaluate the effectiveness of programs by tracking KPIs and recruitment data and identifying areas for improvement.
  • Develop, implement and respond to Voice of the Customer engagement loops to continuously identify and lead ongoing process enhancement requirements.
  • In partnership with the Director, define the strategic objectives for the Talent Acquisition team to support the achievement of TSA’s overall strategy and priorities.
  • In partnership with the Director and Talent Acquisition managers, create & build strategy-aligned hiring principles, tools, technology and resources (interview scorecards, posting templates, employee referral program, etc.) to build capacity such that TSA consistently attracts, hires and effectively orients the highest quality staff possible.
  • Collaborate with the HR team to enhance employer branding, employee value proposition, and recruitment marketing initiatives Identify targeted approach and guidelines for engaging external recruitment support, including a vendor management strategy and developing a roster of preferred vendors based on geography and industry. Be the point person for contract negotiations and establish performance SLAs to drive quality.
  • Works with the Talent Acquisition Managers to develop an effective strategy to attract and recruit for “hard-to-fill” roles.
  • Identify and present relevant and impactful recruitment and staffing metrics to operational leaders to communicate progress against objectives.
  • In collaboration with Talent Acquisition team, design and communicate innovative sourcing and recruitment marketing strategies relevant to different hiring populations and geographies, and establishing key strategic partnerships with online job sites such as Indeed, LinkedIn, Charity Village, etc.


Onboarding & Orientation Strategy Development & Delivery

  • Test and monitor the effectiveness of onboarding program components, making required changes and enhancements as needed.
  • Lead the design, development and delivery of onboarding and orientation programs.
  • Provide expert guidance and training to TSA hiring managers to ensure the effective onboarding of new hires.
  • Create a modern, engaging, effective and customizable onboarding and orientation program, providing a seamless experience that inspires and promotes mission connection, personal belonging, organizational loyalty and retention.


QUALIFICATIONS AND EDUCATION REQUIREMENTS:


  • Specialized training and/or certification in talent acquistion, organization design and/or workforce planning is an asset
  • Project management training or equivalent project management experience
  • Completion of a College or University bachelor’s degree in Human Resources, Business, Psychology or related field
  • Minimum of 7 years of prior related experience in talent acquisition with a minimum of 3 years’ experience in leading a Talent Acquisition function
  • Alternative combinations of education and experience may be considered.
  • Experience with HRIS implementations, especially those focused on recruitment and onboarding.
  • Experience in the Not-for-Profit sector is preferred.
  • Good working knowledge of Workday HCM, particularly the Recruitment & Onboarding modules
  • RPR or CHRP/CHRL designation
  • Minimum 3 years’ experience managing enterprise-wide projects.


PREFERRED SKILLS/CAPABILITIES:


  • Technologically savvy with the ability to automate manual process.
  • Ability to connect and collaborate with stakeholders across the territory to drive alignment and ensure consistent process and messaging.
  • Prior experience or good working understanding of unionized and non-unionized environments.
  • Demonstrated track record of success in talent acquisition strategy implementation.
  • Ability to manage numerous competing priorities and organizational demands.
  • Strong communication skills for the purpose of securing understanding, co-operation or agreement, and inspiring action on highly strenuous and/or sensitive and complex matters of significant importance where sensitivity, diplomacy, persuasion, and negotiation skills are required.
  • Strong strategic and process orientation.
  • Ability to keep confidentiality at all times.
  • Strong influencing and sales skills - motivated by finding and landing great people for the mission.
  • Respect and understanding of The Salvation Army – its mission, vision, values, and culture.
  • Self-motivated and self-disciplined, with the ability to work with autonomy.
  • Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Analytical and creative problem-solving skills.

Compensation


The target hiring range for this position is $88,205 - $110,256, with the ability to progress to a maximum of $132,307. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
