About the Position

Reporting to the Director, Talent Acquisition, the incumbent leads a team of talent acquisition specialists with accountability to attract, hire and onboard top talent across the territory. The focus is high quality Talent Acquisition service delivery, including excellence in recruitment, selection, onboarding, and orientation of new The Salvation Army (TSA) talent.
KEY RESPONSIBILITIES:
Overseeing Talent Acquisition Operations
- Proactively manage a pipeline in multiple markets to effectively identify talent for current or future positions through networking, employee referrals, outreach, events, campus recruitment and other creative channels.
- Identify needs for additional services and proactively manage key assets such as Recruitment Agency Vendor relationships and LinkedIn services to ensure TSA achieves maximum ROI.
- Deliver an excellent candidate and hiring manager experience and foster an inclusive culture of diversity and belonging, while providing support to managers regarding hiring decisions as the SME for talent acquisition.
- Ensure delivery of meaningful feedback to unsuccessful internal candidates to support their professional development and enhance their employee engagement.
- Intentionally engage with hiring managers and candidates/new hires to identify ongoing opportunities to refine and enhance service offerings.
- Hire, train, develop and lead a team of talent acquisition professionals to deliver a flexible and consistently optimal recruiting process.
- Manage employment offer process in partnership with hiring managers.
- Develop effective strategies to attract and recruit “hard to fill” roles with support from the Territorial Manager Program Delivery.
- Develop and communicate recruitment SLA’s, metrics and KPIs to drive efficiency, accountability & data-informed innovation, planning and decision-making.
Territorial Talent Acquisition Initiatives
- As part of the TA Management team, support the development and launch of territorial TA strategic initiatives, and collateral to increase quality and efficiency of sourcing and talent attraction (e.g., Employee Value Proposition and online employer presence, ATS, etc.)
- Develop training materials for hiring managers on talent assessment skills, interviewing, staffing best practices, relevant legislation and policies, and risks associated with non-compliance.
- Identify targeted approach and guidelines for engaging external recruitment support. Develop and manage relationships with territorial roster of preferred vendor partners, leveraging scope & size of TSA to increase quality of hire, and minimize cost and time to hire.
- Manages key strategic partnerships with online job sites such as Indeed, LinkedIn, Charity Village, etc.
- Support key leader talent acquisition activities.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Specialized training and/or certification in talent acquistion, organization design and workforce planning is an asset.
- Minimum of 7-10 years of prior related experience in talent acquisition.
- Project management training preferred.
- Completion of a college or university degree in Human Resources, Business, Psychology or related field.
- Alternative combinations of education and experience may be considered.
- Minimum 3-5 years’ experience managing enterprise-wide projects.
- Experience in the Not-for-Profit sector is preferred.
- 3-5 years’ people leadership experience preferred.
PREFERRED SKILLS/CAPABILITIES:
- Self-motivated and self-disciplined, with the ability to work with autonomy.
- Demonstrated track record of success in talent acquisition and building hiring manager capability.
- Outstanding interpersonal skills with a demonstrated ability to build relationships and quickly become a trusted advisor with a diverse group of stakeholders.
- Strong strategic and process orientation.
- Understanding of, and ability to promote, The Salvation Army - its mission, vision and values.
- Analytical and creative problem-solving skills.
- Ability to provide an original copy of a Background Check that is satisfactory to The Salvation Army, in its sole discretion, is required.
- Strong influencing and sales skills - motivated by finding and landing great people for the mission.
- Ability to manage numerous competing priorities and organizational demands.
- Prior experience or good working understanding of union and non-union environments.
- Ability to keep confidentiality at all times.
- Ability to connect and collaborate with stakeholders across the territory to drive alignment and ensure consistent process and messaging.

Compensation
The target hiring range for this position is $88,205 - $110,256, with the ability to progress to a maximum of $132,307. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
