LOCATION: You will report to multiple locations and your primary site will be at Susan Fennell Sportsplex Youth Hub. Must have the ability to be on site 5 days a week and work evenings, weekends


SALARY GRADE: 6


HIRING SALARY RANGE: $95,679.00 - $107,639.00 per annum


MAXIMUM OF SALARY RANGE: $119,599.00 per annum

This exciting new position will be responsible for the delivery of youth programming at the City of Brampton’s newly developing youth hubs while building consistency and alignment in other recreation spaces operated by the Recreation Division. The supervisor will also engage with youth serving providers to ensure there are holistic services and programs offered for Brampton youth. The position will require being present at the site locations 5 days a week and will include evenings and weekends to ensure that the youth hubs are operating as envisioned and planned. City of Brampton Recreation is looking for a forward thinking leader to operate these vibrant spaces for youth in our communities.


Area Of Responsibility


Reporting to the Manager, Strategic Community Development and Program Partnerships the Recreation Supervisor, Youth Hub is responsible for the consistent delivery of youth programming in City of Brampton’s newly developing youth hubs while building consistency and alignment in other recreation spaces operated by the Recreation Division. The Supervisor will ensure a broad, diverse portfolio of services including community development, community engagement and facility management. This position is responsible for developing and leading and the development of a Youth Hub Advisory Group made up of Brampton youth to support and inform innovative programming within the youth hubs.


STAFF SUPERVISION & LEADERSHIP


  • Manage, coach and provide guidance to promote effective full-time and part-time employee relations and encourage increased morale, innovation and productivity to meet business needs.
  • Incorporating and strengthening collaboration and interdisciplinary teamwork.
  • Applies sound human resources management practices and is responsible for the safety of staff, volunteers and customers delivering and participating in youth programs and youth services with Recreation.
  • Provides direct supervision to the Recreation Coordinator, Youth Hub and part-time staff
  • Manage the day-to-day supervision including planning/scheduling, work distribution/follow-up, training/coaching and monitoring of work conditions. This includes Human Resources administration, selection of full time and part time staff, compensation, performance evaluations, progressive discipline and dismissal.


COMMUNITY DEVELOPMENT & ENGAGEMENT


  • Works with National, International, Regional and Community organizations and related non-profit agencies, consultants and promoters to foster the growth and evolution of youth programming and opportunities within City of Brampton’s newly developing youth hubs.
  • Provide service delivery related to the business, maintenance, service, contracts and booking within the business.
  • Direct delivery of youth programming and youth services through program teams to meet the needs of the youth communities.
  • Supports the Recreation Division’s Community Development and Partnership team to support and assist with the implementation of various agreements including community grants, partnerships, Ministry partnerships, etc.
  • Lead meetings with community providers selected to serve youth within the hubs with the goal of enhanced community engagement and seamless service provision
  • Provide strategic support, critical analysis, guidance and advice related management of the Youth Hub , Youth Hub Advisory Group
  • Partnership engagement, establishment and management to foster program development and delivery to address Brampton’s youth needs.
  • Develop outreach services to the surrounding community and establish a presence within the community.


CUSTOMER SERVICE


  • Develop and implement a customer service plan to ensure quality service to Brampton youth accessing the youth hubs, maintaining the corporate image and ensuring that the business programs and services are profiled in a positive manner.
  • Ability to effectively respond to and resolve complex complaints and problems by youth accessing the hubs.
  • Ability to establish and maintain working relationships, and work collaboratively with internal and external stakeholders, with demonstrated interpersonal skills, including tact and diplomacy with diverse stakeholders.
  • Put in place processes, training, action plans and follow-up processes to respond effectively to emergencies and incidents.
  • Responsible for the development and implementation of the Recreation Division’s youth programming standards to ensure that high-quality youth hub programs and activities are available to all youth residents of Brampton.
  • Provides strong analytical, problem solving and decision making skills to assess multiple issues, emergency situations, complex projects that lead to the development of resolution options, decision and implementation of decision necessary of efficient and effective operations and customer resolution.
  • Provides input to the development and implementation of service standards, policies and procedures for the Recreation Division’s youth hub programming.
  • Respond to emergencies and incidents managing critical care, response and follow-up with staff, volunteers, customers, management and emergency teams.


PROGRAM AND BUSINESS DEVELOPMENT


  • Ability to manage, control and monitor multiple budgets and allocate assets and resources
  • Accountable to manage business plans, operating budgets, financial systems and revenue generation while working with internal department staff and external community resources.
  • Prepare and create correspondence, briefing and summary notes, reports and presentations, ensuring completed materials accurately, capture meeting notes and next steps, and meet established deadlines and confidentiality.
  • Ensure all applicable federal and provincial programs, priorities, policies, standards and funding opportunities which could benefit local strategies, policies, standards and pursuit or funding are capitalized on in a strategic, timely and comprehensive manner.
  • Take inquiries from internal and external stakeholders, prioritize requests & respond accordingly and manage public expectations.
  • Develop partnership agreements, Memorandum of Understanding (MOU) and inventory of services.
  • Identify, develop and recommend using collected data, metrics and measurements to enhance youth engagement objectives within the City.
  • Work collaboratively with the Marketing Team to ensure marketing plans and deadlines are met.
  • Provide ongoing reports and updates to the Recreation Leadership Team (RLT) to ensure the division has coordinated efforts with youth engagement into all recreation spaces.
  • Understand /adhere to and enforce corporate policies and procedures, emergency procedures and health and safety standards.
  • Prepare various reports and present to elected officials and Leadership Teams
  • Participate in related corporate projects and initiatives ensuring the needs of recreation are represented and the skills from the division are offered and applied.
  • Identify factors and manage operational issues which may impact the success of Brampton’s Youth Hubs and provide mitigation strategies to address these factors.
  • Develop work plans and allocate resources to ensure programs and services meet youth needs and revenue projects are achieved.
  • Prepare and manage operating budgets within the defined framework.
  • Share systematic processes and provide recommendations to support alignment and the successful implementation of youth engagement initiatives.
  • Provide timely communication and input on operating budgets
  • Provide strategic support, critical analysis, guidance and advice to the Youth Hub management team.


QUALITY ASSURANCE


  • Develop, implement and manage maintenance resources and establish systems for the preventative maintenance, demand maintenance, equipment maintenance, health and safety, energy management, security, asset management, housekeeping management and quality assurance.
  • Accountable for the compliance, monitoring, implementation and management of processes and systems to ensure standards, policies and reporting requirements are adhered to and maintained
  • Reporting and following up on all incidents, accidents, property damage and theft, ensuring that the business and practices conform to relevant policies, procedures and legislation.


Selection Criteria


EDUCATION:


  • Post-Secondary Degree preferably in Recreation and Leisure, Social Sciences, Education or related field;


Required Experience


  • 5-7 years experience in related field.
  • 5-7 years of supervisory experience

  • Must have passion and empathy to uplift youth particularly youth in the vulnerable sector.
  • Ability to be highly professional while also personable, approachable and outgoing and comfortable interacting with youth from diverse backgrounds
  • Commitment to the values of equity, justice, inclusion and youth leadership
  • Experience working with diverse youth and experience in community engagement and outreach
  • Problem solving, decision- making, and conflict resolution skills in order to make and modify operational and strategic decisions
  • Knowledge of online platforms (e.g. Instagram, Tik Tok, Bang the Table community engagement platform) is an asset
  • Excellent public relations skills and ability to effectively deal with the public
  • Excellent organizational and time management skills
  • Various tests and/or exams may be administered as part of the selection criteria.
  • Experience in youth programming
  • Good working knowledge and understanding of all relevant regulations, policies, and procedures related to the youth
  • Ability to cultivate and maintain effective relationships with internal and external stakeholders such as youth groups, government departments public and private sector organizations
  • Ability to apply an equity lens to ensure diverse youth have minimal barriers to access the youth hubs and related programming
  • Able to successful develop, lead and work within a customer-services oriented team environment
  • Demonstrated ability to execute and follow-through; ability to work well under deadlines, oversee multiple projects and prioritize work effectively
  • Possess an understanding of youth development and their needs.
  • Strong project management skills and ability to juggle multiple tasks and projects
  • Must be able to communicate and engage with youth serving providers and youth.
  • Working knowledge of computer applications (e.g. Microsoft Office)
  • Ability to supervise, coach, motivate, discipline and develop employees
  • Technology savvy, with a computer proficiency in Microsoft Office, database use and internet-based technology
