Finance Services are currently looking to staff the Strategic Procurement Advisor position.
The incumbent of this position provides strategic procurement management advisory services to on procurement and contracting plans, issues, risks, operations and systems. The Strategic Procurement Advisor participates actively with the Contracting Services Manager and the House Service Heads in the definition, development, deployment and renewal of performance management service level standards, metrics, key business and other management controls. He or she provides input regarding the development of supporting systems and tools to enhance the ability of the House to create insightful senior management reports and manage risk.
As part of this team, you will plan, direct and carry out complex, multi-dimensional and interrelated research, analysis and benchmarking projects and environmental scans in areas related to procurement management, market place/supply chain management and associated fields, to remaining abreast of improvements and evolutions in the field and to analyze and recommend the adoption of new practices and tools to enhance service delivery.

Education:
- A university degree OR a college diploma with specialization in administration, finance or commerce OR formal training and certification in the field of professional procurement management or market/supply chain management OR an acceptable combination of education, training, and relevant experience.
Experience:
- Experience in the fields of complex procurement projects for both goods and services, providing strategic, analytical and practical advice to senior management and client groups;
- Experience in identifying emerging trends and developing and recommending improvements to policies, practices, performance measures and systems;
- Experience in applying policies, guidelines and directives with client groups.
- Experience representing the organization in negotiations with other stakeholders and/or suppliers;
Assets :
- Experience developing procurement frameworks, policies and/or procedures;
- Experience managing organizational change and/or the implementation of a significant project;
- Experience in the procurement of professional services, especially in the fields of human resources, occupational health and safety, communications, management consulting or finance;
- Experience supervising, mentoring and guiding other employees.
- Experience in procurement of goods and services related to facilities management, real property, logistics or security;
