Job Overview


Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Senior Procurement Specialist. This role is eligible for hybrid work arrangements with up to two days working from home.


Reporting to the Senior Manager, Supply Chain, the role of the Senior Procurement Specialist performs the planning, executing and co-ordinating technically complex procurement assignments for various goods and services, including: engineered products, technical services, through all phases of the procurement process, from procurement strategy development to on-time delivery. The Senior Procurement Specialist acts as the technical resource and provide guidance to clients and purchasing agents on Supply Chain governance and procedures and policies.

Key Accountabilities 


The Senior Procurement Specialist will carry out the following duties to plan, coordinate, and perform procurement assignments:


  • Investigate and assess industries' ability to meet specific Ontario Power Generation supply needs and develop new sources as required.
  • In all Sourcing Team situations, assemble the appropriate team members, lead the team at appropriate times to ensure Supply Chain accountabilities are met, and, overall, ensure governance related to Strategic Sourcing Teams is adhered to.
  • Perform a thorough evaluation of companies manufacturing facilities, financial health, safety record, service record, staffing and quality assurance programs, to establish capability, adequacy and experience for specific product lines and services.
  • Administer contracts to ensure contractual obligations are fulfilled, including reviewing claims, progress payments, and escalation claims on contracts to ensure they adhere to contract conditions including jurisdictional requirements and approve or recommend approval as required. Take the lead in the resolution of disputes and claims. Ensure the necessary funding approval documents are developed and processed.
  • Ensure that suppliers have the requisite quality programs. Encourage and assist established and potential vendors in the development or improvement of quality assurance programs within their organization. Review and accept quality assurance manuals and program implementations. Participate as required in audits of suppliers quality programs.
  • Ensure the preparation or prepare the various purchasing documents such as commercial proposal reviews, price competition sheets, letters of intent, awards, purchase orders, and instruction notices. Arrange, as required, post-award meetings with suppliers and inspection to ensure a clear understanding of contractual responsibilities.
  • Provide guidance to staff in the buying function assigned to assist in specified contracts and assignments. Provide technical guidance to other procurement departments, and inspection on request.
  • Evaluate incoming proposals and quotes for vendor exceptions. In the analysis of the proposals, consider quality assurance, technical specifications, delivery requirements, commercial variances, and vendor historical performance and capabilities, and other relevant factors. In conjunction with user and requisitioner, clarify vendor offerings and resolve non-conformances at pre-award meetings with vendors.
  • Assess market conditions and available supply base to support review of the adequacy of competitive sources and recommend corrective action where sources are insufficient. Develop and execute a procurement strategy, taking into account the marketplace and the needs of the requisitioners and end-users.
  • Assess vendor performance during the execution of work to ensure contractual requirements are being met and to establish a performance record to be used in the placing of future business. Assess construction and operating reports on performance, and update vendor performance databases.
  • Lead in establishing an acceptable supplier proposal with respect to the technical, commercial and quality specifications and recommend its acceptance to the requisitioner. Prepare documents to obtain purchasing approvals as required per the organization authority register.
  • Monitor suppliers' performance and provide assistance to new suppliers to be recommended for inclusion on future competitive bidding lists. Investigate unsatisfactory vendor performance and work with supplier to correct the situation, or as a last resort, arrange for the removal of the supplier from future bidding. Maintain current records on suppliers' capabilities and performance.
  • Perform administrative activities as required to ensure all files and maintenance of files are complete.
  • Prepare as required surveillance assignments based upon past experience and knowledge of product function, quality level, required level of reliability, maintainability, etc. Exercise judgement in balancing surveillance costs against probability and consequence of failure. Review and approve inspection plans, manufacturing schedules, and surveillance reports as required. Produce Product Verification Plans and Modification summaries as required.
  • Ensure an understanding by the prospective vendor of Ontario Power Generation's needs and expectations. In conjunction with requisitioner, make award recommendations that ensure the best overall value for Ontario Power Generation while following good business practices and ethics. Prepare and approve contracts and amendments in accordance with the signing authority register.
  • Monitor progress and resolve difficulties related to products and services during manufacture or at site. Liaise with company's personnel, Ontario Power Generation inspectors, requisitioners and Ontario Power Generation's legal, transportation, tax and labour relations staff. Initiate corrective action that best meets Ontario Power Generation needs. Resolve differences of opinion related to contract interpretation.
  • Review the adequacy of competitive sources and take corrective action where sources are insufficient. Develop and implement a procurement strategy taking into account the marketplace and the needs of the requisitioner and end user.
  • Issue solicitation documents in the form of requests for quotations and proposals and respond to vendor inquiries regarding supplier qualification procedures, tendering processes, contract standards, quality assurance programs and provide assistance to buyers and other procurement groups on technical matters including bid list preparation, safety, quality and regulatory requirements, surveillance assignments, acceptance criteria and testing.
  • Prepare and review procurement documents ensuring resolution of any areas of concern or ambiguity, writing the technical specification when necessary. Establish that acceptable quality program levels are assigned and that clear acceptance criteria exist. Review specifications to ensure purchasing conditions conform to Supply Chain standards, policies, practices and jurisdictional requirements. Resolve areas of conflict whether in commercial, quality or technical areas.
  • Research and recommend sourcing strategies to the customer of how to go to market to leverage spend across the organization and implement the delivery model for the category across OPG.


EDUCATION


  • 4-year university degree in Engineering, Science, Computer Science, Business, Applied Science or Law.

  • Comprehensive knowledge and understanding of key industry trends, best practices, and new technologies
  • Extensive knowledge and strong understanding of technology implementations, infrastructure technologies, methods and concepts, B2B licensing and service models;
  • Ability to work effectively and efficiently in a flexible hybrid office environment
  • Design and execute strategies including, but not limited to acquisitions, maintenance renewals, strategic cost optimization and terms & conditions improvements and standardizations;
  • Utilize advanced industry knowledge to implement effective negotiation strategies; coordinate and lead execution of strategic contract negotiations; and
  • Proven ability to establish relationships with strategic partners within industry leading partners;
  • Leading cross functional teams through sourcing initiatives for products and services
  • Driving continuous improvement within the Strategic Sourcing & Category Management Organization
  • Subject matter expert (SME) with in-depth experience in Strategic Sourcing and Category Management
  • A minimum of 8+ years of demonstrated Procurement / Supply Chain experience
  • Strong knowledge of contracting and pricing models
  • Proven ability to establish and enhance relationships with key stakeholders within an organization
  • Managing and optimizing supplier performance, including contract compliance, continuous improvement, innovations, and reduced total cost of ownership
