- Act and ensure ownership, management, continuous improvement and optimization of process, procedures and policies
- Develop negotiation strategies and conduct negotiations utilizing data based arguments and win-win techniques
- Conduct all bidding events and supplier relationships with strict confidentiality and adherence to Hydro One's ethics code and policies
- Identify supply chain risks, both internally and externally, and establish mitigation plans
- Continue the development and implementation of a well-defined sourcing program
- Review the forecasts and establish demand plans that enable supply chain to be fully prepared to support all upcoming purchasing activities
- Conduct and refresh a detailed spend analysis on a periodic basis
- Ability to create and implement ideal contracting strategies including EPC, EPCM, Lump Sum, T&M, Open Book and Target Pricing approaches
- Maintain compliance with all regulatory requirements (both internal and external), policies, and procedures Interact with and understand the needs of the other business units and stakeholders in order to offer timely and value added solutions
- Establish standards, protocols and processes with Inspections team to ensure suppliers are held to high standards in the qualifications process
- Structure and execute thorough bidding events; concentrating on expanded supplier pools, stakeholder interests, market dynamics, and cost savings
- Understand all relevant market factors (macro-economic, cost indices, constraints) and how to account for them within supply chain strategies
- Develop and maintain an intelligence network regarding key industry suppliers' materials and service to best position Hydro One in realization of optimal RFx proposals
- Develop and execute the sourcing methodology that will be leveraged in support of centralizing spend, and that can be leveraged in support of decentralized spend. The methodology must provide direction to Category Managers using sound principles and approaches in establishing strategic suppliers. Provide further direction in effective management of decentralized spend
- Continue to utilize and enhance data based scoring systems for bid award recommendations and supplier performance evaluation
- Constantly research and benchmark supplier rates to ensure customers receive the best rate on materials, equipment and services
- Establish an Indigenous Procurement program consistent with the Company goals and strategic objectives
- Understanding of the technical components and operations of a Transmission and Distribution business
- Ensure the permeation of sound decision making within the department governed by an appreciation of the corporate context
- Conduct performance reviews with staff ensuring establishment of goals and objectives as it relates to individual contributions to the organization
- Establish standards for the development of programs and initiatives and ensure staff have the knowledge and capabilities to deliver on the same
- Establish working relationships of openness and trust to ensure staff provide input on difficulties and challenges in conducting analyses in support of strategic sourding and in conducting negotiations
- Build the team's ability to work in alignment with achieving Sourcing's business objectives
- Translate organization's goals and objectives to establish the context for work that guides the work of the team and the individual's contribution
- Work with peer Supply Chain departments to develop actions and resolver challenges and issues promptly and continue to maintain high standards of service delivery and precent “down time”
- Establish team building activities designed to encourage cohesive working relationships
- Work proactively with team to identify and monitor potential issues and take appropriate actions as required
- Consistently demonstrate thoughtful consideration of the broader ramification of decisions made that could impact the broader organization
- Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work
- Provide a work environment that supports and values diversity, and is free from harassment
- Establish succession plans as it relates to individual career progression objectives
- Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to ensure responsible behaviour which will protect their safety and contribute to their health
- Provide leadership in supplier performance management
- In a highly timely fashion identify areas of challenge and issues
- Establish a willingness to share information and expertise between team members
- Participate in meeting legal, regulatory and Bill 198 requirements by developing information related to Supply Chain strategies, policies, and service standards, as required to support submissions to the Regulator.
- Lead in transition of corporate and organizational for the Supply Chain organization goals
- Build commitment amongst team to establish and maintain standards and achieve common goals
- Ensure development of plan to monitor staff skills. Provide ongoing coaching and training for development of key skills: analytical, negotiations, influence management and relationship management
- Provide a work environment and facilities where health and safety incidents are minimized
- Provide leadership in leading methods to manage high quality output from outsource service provider especially those of significant length to ensure desired outcomes on contracts (including price)
- Experience managing legal and commercial issues as they relate to Supply Chain
- Shares information effectively, in the appropriate timeframe, as well as effectively using listening skills when working with others.
