Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Network Operations is seeking Senior Specialist, Network Operations positions to support the overall daily operation of the Metrolinx service network. This position will be focused on supporting train service delivery, integrated operations and incident, in addition to ensuring a systematic, procedure and process driven approach in delivery of service within the Network Operations Centre. This position is responsible for facilitating continuous improvement initiatives in support of the rail and integrated operation functions through the design and development of effective and efficient quality assurance, training programs and project management.
This is a 24/7 operation and may include working variable shifts/hours, weekends, and rotating off-days.
What will I be doing?
  • Communicate and coordinate effectively with on-track/road resources for the performance of maintenance work and inspections to avoid delays to scheduled train/bus movements. Liaise with internal and external stakeholders, during service recovery, and emergency incident management to relay service status updates.
  • Contribute to the development of internal policies, procedures, and processes for NOC dispatch operations. Identify and recommend improvements and efficiencies arising from operational observations to the Leadership Team and ensure that programs are understood, supported and initiate implementation and monitoring for continuous improvement.
  • Maintain an on-going awareness of the operation, equipment and signals, operating manuals, and control systems, in addition to managing continuous improvement projects ensuring all business unit deliverables are met and activities are completed within required timelines.
  • Demonstrate an unwavering commitment to rule compliance and safety. Report safety issues and suspected security breaches to the appropriate authorities.
  • Support corporate objectives of growing service capability and customer satisfaction through focused directives to support transformation, work event planning, business development and competency management.
  • Oversee and coordinate service adjustments implementation to provide on-time services that address unforeseen circumstances and to accommodate special events.
  • Triage emergency situations efficiently, effectively, and with minimal supervision; coordinate the response and communicate procedures within Metrolinx in support of major emergency situations.
  • Support and coordinate critical network operations to ensure the safe and efficient movement of trains and busses; effectively planning, scheduling, and managing railway assets to minimize train delays.
What skills & qualifications do I need?
  • Four (4) years’ progressive experience in a transportation control center or related experience.
  • Proficiency in software applications including MS Office (e.g., Word, Excel).
  • If supporting rail operations within the NOC, ability to obtain Canadian Rail Operating Rules (CROR) certification is required. (Training will be provided.)
  • Completion of a diploma in Business Administration, Transportation, or related field – or a combination of education, training and experience deemed equivalent.
  • Analytical problem solving, critical thinking and decision-making skills to assess and respond quickly to evolving emergency situations.
  • Organizational and collaboration skill to manage multiple and changing functional and service priorities.
  • Strong communication skills to build cooperative working relationships with external stakeholders.
Assets Include
  • If supporting rail operations within the NOC, previous experience as a Rail Traffic Controller is an asset.
  • Environmental, safety, and/or regulatory transportation courses or certifications.
  • Knowledge of operational management principles within a fast paced, multi-disciplinary environment.
  • Knowledge of transportation operations principles, practices, and applicable legal and regulatory requirements governing passenger rail services (e.g., Transport Canada (TC), Canadian Rail Operating Rules (CROR), etc.) is a strong asset.
  • Experience managing rail and bus operations within a control centre is an asset.
