Job Description

Pay Range: $115,263 - $158,230
This role will be based across various locations in the Greater Toronto Hamilton Area (GTHA)
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Reporting to the Manager, Rail Operations, we are seeking multiple managers to manage the 24/7 365-year mobile day-to-day performance of the local Mobile Operations team within set resources and budgets, ensuring the greatest utility and effectiveness the team to positively contribute to on time performance and CSAT.
What will I be doing?
  • Manage and direct resources in response to all accidents and incidents affecting infrastructure; coordinate emergency responses for accidents and incidents and supervises investigations to monitor adherence to established policies and procedures
  • Manages and implements the ongoing strategic plan for the delivery of rail mobile operations, including establishing service quality standards and procedures to be followed.
  • Develops, implements, and manages processes and standard operating procedures, and makes recommendations to improve performance and service delivery. Develops service levels, setting performance targets and measures, and regular reporting protocols
  • Proactively monitor proposed maintenance and infrastructure activities in responsible area to deliver train service performance.
  • Liaises with internal departments regarding operational issues or improvements and provides subject matter expertise to management team on as required.
  • Develops and maintains departmental budget, ensures adherence to budget constraints, analyzes variances, scrutinizes expenditures, and approves payments and takes appropriate action to ensure budget is at or under plan.
  • Adapting to electrification future state including the de-energizing of rail equipment
  • Manage and support locally the development of local emergency plans, delivering consistency and in line with route requirements
What Skills and Qualifications Do I Need?
  • Demonstrated years’ experience leading and managing train operation services; experienced operator with a focus on incident and safety management.
  • Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services (e.g. Transport Canada (TC), Federal Railroad Administration (FRA), Association of American Railroads (AAR), American Public Transportation Association (APTA), Passenger Rail Equipment Safety Standards (PRESS), Railway Association of Canada (RAC), Canadian Rail Operating Rules (CROR), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation) is required.
  • Completion of a degree in Business Administration or a related Canadian Railway Operating Rules discipline – or a combination of education, training and Class 1 railway experience deemed equivalent
  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects
  • Valid G Driver’s License is required
  • Analytical skills to supervise emergency responses and supervise related investigations for adherence to established policies and procedures.
  • Past or present CROR qualification (as a Locomotive Engineer or as a Manager in a certain railway discipline) is required
Working Conditions
  • Work occasionally involves longer periods or frequent but short periods of intense audio/visual concentration.
  • Exposure to occasional disagreeable conditions such as heat, cold, noise, outside fumes, dirt, or other environmental factors. Conditions and activities requiring active management to maintain personal safety and that of others.
