Job Description
The Capital Regional District (CRD) is the regional government for 13 municipalities and three electoral areas on southern Vancouver Island and the surrounding Gulf Islands, serving more than 432,000 people.

Job Summary


The Senior Program Analyst, Grants and Asset Management supports these two core areas:


  • Corporate Grants: The Senior Program Analyst administers grant programs both for internal and external grant programs to maximize grant revenues to support funding projects contained in long-term capital plans and service-area initiatives.
  • Corporate Assets: The Senior Program Analyst provides support and assistance to divisions across the organization to improve their asset management practices and maintain alignment with the corporate asset management policy, strategy, standards and procedures.


The term of this position is expected to be approximately 18 months.


Typical Duties And Responsibilities


People working in this role can expect to be responsible for performing the following duties. This list is not meant to be comprehensive and other related duties similar in scope and complexity may be performed.


  • Develops and facilitates a prioritization process for decision-making at all phases of program management.
  • Develops, maintains, gathers and provides advice to divisions as necessary to timely meet reporting needs at all levels (i.e. Management, Committees/Commissions, Board, & Government Agencies)
  • Ensures documents are approved through the appropriate governance structure.
  • Develops, manages, and maintains current and new grant registries, and guides service divisions with the development of registries related to asset management corporate standards.
  • Follows all policies, procedures and standards of the CRD.
  • Provides information and analysis services to assist staff in developing staff reports related to the asset and/or grants programs.
  • Performs other related duties as required.
  • Responds to ad-hoc requests for assistance from divisions to support grant and asset management activities.
  • Facilitates goal setting and establishes lead and lag key performance indicators to enable measurement of performance and gathers, maintains or provide advice on the necessary data to support these indicators.


Grants


  • Reviews, advises, tracks progress, and reports on internal/external grant applications for compliance to grant requirements and sends regular updates to staff on application status as required.
  • Leads the development and improvement of current and new grant programs, including business processes, forms, procedures, policies, and webpages throughout the grants-lifecycle for internal and external grant programs.
  • Researches and alerts staff of relevant training opportunities, seminars and grant opportunities and maintains a database of organizations (governments and others) that provide these services and provide guidance on how and where they may be applicable to CRD operations.
  • Provides advice and guidance to the Corporate Grant Analyst.
  • Registers the CRD as a potential recipient of information from relevant external organizations and maintains external service subscriptions.
  • Develops corporate and external grant-related reports and provides guidance and advice to staff on grant activities.
  • Collaborates with divisions and key stakeholders to ensure relevant information is communicated for process continuity (i.e. grants funding, long-term planning, and capital reserves).


Asset management


  • Supports internal asset management training and external knowledge sharing within the regional community of practice.
  • Analyzes asset management data and information as part of asset management activities.
  • Contributes to and coordinates collaborative projects related to actions in the Corporate Asset Management Strategy.


Qualifications


  • An equivalent combination of experience and education may be considered.
  • Completion of a degree program in a related field and three to five years’ related experience, which may include program administration and/or program management and/or work in a government environment.
  • Certifications in asset management and project management are an asset.


Knowledge, Skills And Abilities


To be successful at the CRD, candidates should have a shared understanding of our Cultural Traits and Statement of Reconciliation with Indigenous peoples. Additionally, ideal candidates would possess the following role-specific knowledge, skills and abilities:


  • Demonstrated strong initiative and sound judgment skills.
  • Preference may be given to applicants with experience working with a large enterprise (ERP) System, preferably SAP, and other business database applications used in the delivery of a business processes.
  • Working knowledge of centralized processing staff reports and applications in a large and diverse organization.
  • Strong project management skills.
  • Experience in working with fund accounting in a multi-divisional organization.
  • Demonstrated ability to work with minimum direction under pressure, meet strict deadlines and deliver on ever changing priorities.
  • Excellent communication (verbal and written), interpersonal and customer service skills are required.
  • Demonstrated analytical, organizational and ‘attention-to-detail’ skills.
  • Extensive knowledge, skill and ability to use various computer software such as word processing, spreadsheet (Excel), SharePoint and project scheduling programs and databases.
  • Extensive experience in technical/staff report writing. Knowledge of grant application and awarding processes including experience in interpreting standards and qualification criteria of government funding programs.
  • Experience in developing business systems and making system and process recommendations for improvements.
  • Ability to establish and maintain effective relationships with staff and outside agencies.
  • Working knowledge of asset management practices in operations and maintenance, long-term capital planning, multi-criteria decision-making, and/or financial planning.
