Now Hiring: Senior Analyst, Enterprise Risk Management
Global Enterprise Services (GES) is accountable for the operation of Canada's two systemically important clearing houses (CDS and CDCC) and, as a shared service organization for TMX, it also provides services that support TMX businesses in meeting their objectives. In this regard, GES provides the Firm's Technology, Information Security, Enterprise Risk Management, Integrated Operations, Project Management, Vendor management and Innovation services.
This second-line role is responsible for supporting the implementation of the Enterprise Risk Management ("ERM") Program and Operational Resilience program for both CDS and CDCC ("TMX Post-Trade"). Reporting to the Enterprise Risk Manager, the incumbent facilitates the identification, assessment, monitoring, and reporting of all significant Operational Risks through interaction with lines of business, process owners, and the Senior Leadership Team.
The ERM - Senior Risk Analyst (SRA) will contribute to the enhancement of Operational Resilience of CDS and CDCC, independently monitor that regulatory requirements relating to Operational Resilience are met, and provide independent oversight of the design and operating effectiveness of operational risk controls in the first line of defense (1LOD). This will involve liaising widely throughout the business with other teams, producing monthly/quarterly dashboards, independently monitoring operational risk exposures against Risk Appetite and Impact Tolerance, and monitoring the status of remediation plans to address vulnerabilities and lessons learned from execution of the Operational Resilience scenario analysis and the enabling programs.
Your Key Accountabilities And Challenges
  • Lead the execution of the Incident Management Program, ensuring that risk events are adequately identified, analyzed, and reported to the regulators;
  • Promote and reinforce a positive risk culture through training, communication, and effective oversight and guidance of first line implementation of risk requirements;
  • Oversee execution of and monitoring of KRIs across TMX Post-Trade;
  • Oversee first line execution of the Information Security Policy;
  • Support the preparation of the Senior Leadership Team, Risk Management Committee, and Board reporting;
  • Independently support and lead all aspects of business execution of the quarterly Risk and Control Self-Assessment (RCSA) exercise and maintain the corporate risk register up-to-date;
  • Complete the ERM Governance Team’s requirements for the Non-Financial Risk Program for TMX Post-Trade;
  • Independently analyze outputs from the first line execution of the Information Risk Management Policy to identify potential systemic risks and trends;
  • Oversee first line monitoring of third-party risk and performance
  • Participate in various internal governance committee meetings and meetings with Senior Management and Regulators to provide updates on risk profile;
  • Support the operationalization of the Non Default Loss (NDL) methodology;
  • Oversee business development of default scenarios, response plans, recovery and wind-down plans and impacts on operational risk
  • Identify and monitor emerging operational risks;
  • Monitor and analyze external risk events and threats for lessons learned that can be applied to TMX Post-Trade;
  • Oversee first line execution of third-party risk assessments.
  • Deliver training to business units on key ERM/ORM procedures/policies
  • Supervise and report on TMX Post-Trade’s compliance with internal policy requirements, including Operational Resilience, TPRM, Information Security, ERM, ORM, BRM and Default Management;
  • Support the aggregation and analysis of operational risk data to identify potential systemic risks and trends;
  • Support day-to-day oversight of TMX Post-Trade’s Risk Profile against Risk Appetite and Tolerance;
  • Coordinate and be responsible for business execution and maintenance of business continuity management documentation including Business Impact Analysis (BIA) and Business Continuity Plans (BCPs);
  • Act as an ambassador for the Risk Function when gathering data and working with peers and external partners.
  • Provide mentorship and oversight to the business units on the development of and execution of DR tests (internal, industry-wide) and BCP tests;
  • Oversee first line development and maintenance of Key Business Processes (KBPs) and propose risk mitigation measurements across KBPs;
Skills And Experience
  • Good understanding of financial institutions, infrastructures, and markets;
  • Team spirit;
  • Experience working in a matrixed environment, and coordination of work across a large number of partners;
  • Excellent verbal, written, and interpersonal communication skills, more specifically:
  • Ability to reflect and summarize;
  • Good analytical skills; Attention to detail;
  • Bachelor’s degree in Finance or related field;
  • Experience and working knowledge of Risk Management concepts such as Operational Resilience, Risk Appetite, Internal Controls, Business Continuity Management, Crisis Management, Third Party Risk Management, Cyber Security, and other related operational resilience concepts;
  • Sense of priorities;
  • Very good capability to communicate on a regular basis with the stakeholders;
  • Self-confidence, positive attitude, pragmatism;
  • Able to competently act as a data recorder/scribe during risk assessment working sessions, draw up executive reports, and prepare a high-end presentation
  • Continuously demonstrate a passion to learn more about the TMX businesses and the Exchange sector and learn as much as possible from business unit staff
  • Experience in the delivery of ERM/ORM projects;
  • Minimum of 3-5 years of experience in Risk Management or Middle/Back Office service;
Assets
  • Bilingual (French and English)
  • Experience within a Management Consulting firm
  • Knowledge of Google for Work
  • Certifications in operational risk and/or business continuity management
