Our Barrie Transit team is seeking a full-time Safety and Training Manager. Reporting to the General Manager, the Safety and Training Manager provides support to the overall business but more specifically is a key member of the operations team, overseeing and managing the daily activities of the operations supervisory staff. The Safety and Training Manager controls the daily delivery of the transit service training programs and has the overall responsibility for overseeing and managing the daily scheduling of training staff to ensure company and contractual safety and training goals are met or exceeded while minimizing customer complaints, in compliance with contractual, Company and regulatory standards.

Responsibilities


Position Summary:


The Safety & Training Manager is primarily responsible for the day to day management of MVT’s Occupational Health and Safety Programs and is a key position in cultivating MVT’s safety culture. This position is responsible for implementing programs and procedures in compliance with both provincial and federal regulations and corporate and client policies.


Key Responsibilities & Accountabilities:


The following is not intended to be a comprehensive list of the essential functions of the Safety & Training Manager position, but rather a general description of some of the requirements necessary to carry out the duties and responsibilities of this position. The Safety & Training Manager must be able to perform the following tasks, among others:


  • Ensures workplace conduct timely, monthly safety meetings including recording of minutes and employee attendance
  • Reviews vehicular, passenger and employee incidents for determination of cause and preventability, identifying potential trends to be addressed in future training efforts as well as ensuring that retraining and appropriate corrective action is issued
  • Works with local Provincial Worker’s Compensation agencies to ensure all claims are handled promptly and effectively, including coordinating modified and gradual return to work programs for injured employees
  • Provides Defensive Driving, Industrial Injury Prevention, Workplace Hazardous Materials Information System (WMIS) training and other sponsored training programs
  • Oversees the successful completion of all related audits including those conducted by corporate and client staff and by provincial and federal regulatory agencies
  • Ensure that all safety and training manuals, programs, policies and procedures are current and meet the needs of the operating division
  • Identifies, selects, trains, coaches and manages the performance of safety team
  • Works with staff and management to develop a proactive approach to safety problems while fostering positive employee relationships and morale
  • Responds to and/or provides for trained staff response to operator incidents ensuring appropriate collection of information, documentation of events and reporting per company and client policies
  • Represents Company in grievance procedure with safety and training related issues
  • Addresses human resource issues with the safety team promptly, accordingly and following the principles of progressive discipline where appropriate, emphasizing corrective actions to improve individual performance
  • Creates testing and evaluation processes, conduct assessments and formal evaluations of staff
  • Prepares and implements safety and training budget
  • Provides regular reports and updates to local management staff of safety department efforts, claims status, training efforts, incident history, WSIB claims status and other required information
  • Conducts all related occupational health and safety related audits to ensure compliance with provincial, federal, company and client regulations
  • Conducts safety related training sessions
  • Develops and implements customer safety awareness programs
  • Administers pre-employment programs
  • Communicates clearly staff member’s roles and responsibilities and provides support to help staff accomplish assigned objectives
  • Ensures that safety technology is used and those results are examined, trend data is analyzed and plans are developed to reduce and then prevent future safety incidents
  • Develops and communicates safety policies, standard operating procedures and manuals as needed
  • Resides as the expert in Provincial occupational health & safety legislation, overseeing local Workplace Safety and Insurance Board (WSIB) matters
  • All other duties as assigned
  • Conducts daily, weekly and monthly reviews of key safety and training metrics and recommends strategies and solutions for improvements
  • Respects and maintain the confidentiality of all employee occupational health and safety records, client and third-party information and other information not otherwise available to the public
  • Maintains positive working relationships with transit client personnel, union representatives and members of the public using principles of good customer services
  • Leads and attends all joint occupational health & safety committee meetings
  • Ensures a consistent safety culture throughout the locations that incorporates operations, safety and maintenance departments and emphasizes the team approach and individual responsibility of all employees to achieve common goals
  • Obtains, reviews, and monitors Driver Abstracts, the site's CVOR and Ontario's DCP program
  • Assists in the recruitment, selection and training of new operator and office staff employees
  • Sets the tone for ensuring all operators are current with training requirements of the company and client contract
  • Determines whether to discipline and apply discipline for safety related issues, including suspensions and terminations, according to company policy and in compliance with collective agreement
  • Manages and schedules training for all staff including operators, supervisors, and maintenance employees; schedules re-certification and refresher training for all staff; and additional course work as needed
  • Communicates positive safety communication messages through a variety of media (posters, safety blitz, )
  • Oversees corporate safety incentives and programs are managed effectively and consistently
  • Leads and directs the behavioral-based safety and training processes
  • Ensures all MVT employees are current with general safety programs and practices
Working Conditions:


The Safety & Training Manager works both in an office environment and field environment with long periods of standing on-board buses and on the street in a variety of weather conditions. The Safety & Training Manager can be called upon after hours from time-to-time by managers, in an emergency, or other reasons as required. The job requires the following physical activities: Limited travel, sitting, standing, walking, pushing, pulling, loading and unloading, typing, filing, answering phones.


Qualifications


Qualifications:


  • Five (5) Years management experience in a safety and training /or occupational health & safety role, or training preferably in transportation
  • Must be in good standing with Ministry of Transportation Ontario, Driver Certification Program (MTO DCP) to be able to active their signing authority
  • College Diploma or equivalent knowledge in occupational health, safety, training and transportation
  • Be able to pass a Criminal Background Check, provide and maintain a clear Vulnerable Sector Background Check
  • Must have a clean BZ driver's license, clean CVOR with no convictions and an acceptable driving record
  • Must have a certificate in Adult Education
  • Experience managing a unionized workforce
  • CRSP (Canadian Registered Safety Professional) Designation preferred

  • Knowledge of all applicable provincial and federal safety rules and regulations
  • Analytical with a strong attention to detail
  • Excellent communication and presentation skills with an ability to influence people at all levels of the organization.
  • Ability to work independently and objectively
  • Demonstrated ability to manage with a “Safety First” attitude
  • Proficient in Microsoft Office software
  • Highly organized with the ability to handle multiple projects simultaneously while exceeding established goals and objectives
  • Strong leadership skills with the ability to set clear expectations, coach, develop and motivate staff
