Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Metrolinx Transit Procurement Initiative (TPI) program is looking for a Senior Project Officer, Transit Procurement to provide technical expertise and guidance to support the programs mandate of acting as a central procurement agency for local transit agencies vehicles, goods and services on behalf of Ontario municipalities.
What will I be doing?
  • Ensuring adherence to project technical and quality requirements, schedules, and approvals
  • Advises other employees on topics related to the Senior Project Officer’s area of expertise but does not guide employees in their day-to-day activities
  • Providing industry expert services and defining and developing new and improved technical specifications on behalf of Ontario municipalities
  • Writing and presenting technical reports and specifications such as Request for Proposals (RFP) or other tenders used in the procurement process to source and deliver transit goods and services
  • Represents Metrolinx at meetings with stakeholders and other transit and government agencies
  • Reviews and evaluates consultant studies, reports, design proposals, specifications, and contract documents, to ensure adherence to policies, procedures, and standards
  • Organizes and completes assigned joint procurement project planning, design, and preparation, by:
  • Supports the tracking of program data and key performance indicators
  • Managing and supporting complex, high-risk transit projects through various stages of definition, procurement, proposal evaluation, and contract management
  • Conducts vendor performance evaluations and resolves disputes between vendors and transit stakeholders
  • Directs vendors and technical cross-functional project teams engaged in ongoing projects
What Skills and Qualifications Do I Need?
  • Knowledge of Federal and Provincial Motor Vehicle Regulations
  • Proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint, Access, Project, etc.), project management software and other computer applications is required
  • Interpersonal, negotiation, and oral/written/presentation communication skills to define and develop new and improved technical specifications and liaise with contractors and other project stakeholders
  • Knowledge of bus component systems, operations, and manufacturing processes
  • Minimum eight (8) years of related project management experience in the transit or automotive product development industry. Prior work experience with original equipment manufacturers is an asset.
  • Customer Service as it applies to this role, both as an internal corporate service provider, and externally as a representative of Metrolinx
  • Analytical and problem-solving skills to interpret and apply specifications, contracts, design documents, test plans and co-ordinate contracted technical projects
  • Working knowledge of rules and regulations established by Transport Canada (TC), Ministry of Transportation of Ontario (MTO) and American Public Transit Association (APTA)
  • Proactive and accountable approach to work, owning the responsibility of creating technical specifications and information that are adequately researched, informed and accurate
  • Completion of a degree in Engineering, Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent
