Job Description

This posting is for one Temporary Full Time position up to 2 years.


This position aligns with the Social Framework with a particular focus on the Community Safety and Well-being initiative, Supportive Outreach Services (SOS). Reporting to the Project Supervisor for SOS Pathways for Change, and with support from the Community & Social Innovation Branch, the Research and Evaluation Analyst is responsible for developing internal processes, analytics and methods for program and performance monitoring, including recommendations for continuous improvement, as well as, for the research and analysis of information, consultation with stakeholders and internal staff.


RESPONSIBILITIES:

Research Analysis:

  • Report findings and make program recommendations.
  • Undertake research to investigate evidence-based prevention and early intervention practices that effectively respond to youth (age 6 to 17 years) experiencing multiple high-risk factors such as negative influences, limited community attachment, anti-social peer group, poor parental supervision, alcohol and drug misuse, poor education or employment potential and/or need for recognition and belonging.

Develops and implements a developmental evaluation approach and plan for the SOS initiative, in particular the youth stream:

  • Understand and apply relevant legislation
  • Lead and design evaluation processes, data collection methods, and data collection in collaboration with the CSI evaluation team taking into consideration the unique capacity of multiple project partners and program capacity.
  • Evaluate specific activities related to Supportive Outreach Services including processes and outcomes.
  • Analyze evaluation findings and develop reports, presentations and briefings
  • Develop all necessary materials to engage staff and stakeholders in meaningful evaluative discussions on how best to achieve outcomes; this includes identifying the actions and impacts required and how to measure them.
  • Lead data collection strategies and processes, both qualitative and quantitative. Support and train staff to successfully implement methodologies.

Recommendations and reports:

  • Contribute to reports and presentations to Council, as well as business planning processes when called upon.
  • Work collaboratively with FCS communications on external facing reports, documents and presentations to ensure County standards are met.
  • Ensure the research, evaluation findings, recommendations, and learnings are shared in ways that can support sustainability planning, decision-making, and continuous improvement.

Documentation and database management:

  • Ensure all documentation is completed professionally and in a timely manner
  • Support the branch with statistical and narrative reporting.
  • Develop, support and maintain data tracking through use of the NewOrg database.


SKILLS AND ABILITIES

  • High level of independence and initiative is required along while utilizing senior team members (including evaluators) for guidance and support. Ability to design, manage and successfully work through collaborative projects that may be ambiguous with minimal supervision.
  • Advanced research methods, emergent and established evaluation practices, and the ability to analyze qualitative and quantitative data.
  • Strong organizational and time management skills to deliver results while maintaining well-being.
  • Demonstrated evaluation theories, approaches, and methodologies, including formative, summative and developmental evaluation, logic models, theory of change, and the development of evaluation frameworks and plans.
  • Willingness to learn, adapt and design evaluation processes alongside community partners and FCS colleagues as emerging patterns arise from the evaluative process.
  • Strong communications skills, both verbal and written.
  • Strong critical thinking to thoroughly analyze and understand a problem or topic using available information.


QUALIFICATIONS

  • Experience working in front-line service delivery in a broad range of areas including work with youth, mental health, addictions, and complexity is an asset.
  • Minimum 2 years evaluation experience and/or research experience in the public sector
  • A University degree in social sciences, business administration, public administration, or related post-secondary education. Masters' degree preferred.
  • Experience in contract and project management within a municipal context is considered an asset.
  • Credentialed Evaluator designation (CES) is considered an asset.
  • Proven success using evaluation methodologies including developmental quantitative and qualitative data.
