Job Description
Under the authority of the Regional Director Strategy, Organizational Development, Corporate Affairs and Assistant to the General Manager, the incumbent will monitor the Regional Strategic Plan 2018-2025, federal and provincial funding agreements, and management and accountability with network establishments.
The incumbent will be called upon to work in a context of developing the service offer of the Nunavik health and social services network. The coordinator will have the duty to combine with a specific legal framework due to the James Bay and Northern Quebec Agreement, and will have to meet obligations of collaboration, transparency and accountability. One of the fundamental elements in this context is the strategic orientation to promote and develop Inuit values and practices in the Nunavik health and social services network.
The coordinator will organize the development of the regional service offer in information management and will contribute to setting up a global and integrated system for measuring the performance of the Nunavik health and social services network.
In collaboration with all NRBHSS departments and with partners, the coordinator will see to the development of a performance management framework in accordance with the objectives defined by the 2018-2025 Regional Strategic Plan, and in accordance with the best current practices. The coordinator will propose mechanisms, methods and tools for performance management as well as indicators that will make it possible to monitor and evaluate their performance.
In this context, the incumbent will also make sure to develop and promote efficient information management in order to support all of the regional accountability processes, while promoting the continuous improvement of the performance of the health network. and Nunavik social services.
The coordinator will also have to support the implementation of an evaluation advisory service within the Regional Board, and will support the departments of the Board in their initiatives aimed at evaluating the user experience and the deployment of specific programs.
As Quality, Evaluation, Organizational Performance and Ethics Coordinator, the incumbent will assist the Regional Director Strategy, Organizational Development, Corporate Affairs and Assistant to the General Manager in mandates aimed at continuous improvement of performance and quality. The coordinator will play an advisory and analytical role with the general management for the implementation of innovative practices.
The incumbent will exercise his leadership in a context of development of the service offer, according to regional orientations. He or she will plan and ensure the development and mobilization of the team under his responsibility.
Qualifications
Bachelor's degree in humanities, social sciences, health sciences or administration;
Master's degree in management or administration or in a discipline relevant to the functions, an asset;
Minimum of 5 years of experience in the health and social services network, or in a position related to quality management, evaluation, organizational performance and ethics;
Excellent understanding of performance management and evaluation, information management and continuous quality improvement, in addition to their cultural sensitivity;
A good knowledge of the health and social services network, its administration and its legal framework would be an asset;
Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English and French;
Work experience in an Inuit or Aboriginal context will be considered an asset;
This position requires a candidate capable of demonstrating a high sense of responsibility and accountability, an excellent understanding of the management levers specific to the management of a decentralized network, capable of understanding and adhering to the Inuit vision of service development of health and social services in Nunavik.
