Reporting to the Manager, Human Resources, the Recruitment Specialist provides frontline leadership and administration with the recruitment, selection and retention of internal and external candidates for Home and Community Care Support Services Toronto Central.


Working closely with management through the recruitment process, this role will ensure the effective sourcing of appropriate candidates and will provide advice, guidance and support to management through the recruitment and selection process. The position is responsible for providing a range of services which may include advising on sourcing strategies and selection criteria, posting, pre-screening, interviewing, testing, reference verification, maintaining records and other duties consistent with successful recruitment and retention practices.


What will you do?


  • Embody HCCSS mission, vision and values and apply quadruple aim (enhancing patient experience, enhancing provider/staff experience, improving value and improving populations health) to support continuous quality improvement in daily work
  • Participates in local and regional job fairs and job marketing; outreach activities, liaises with universities, colleges and other community organizations to promote employment opportunities with Home and Community Care Support Services Toronto Central
  • Recommends starting salaries based on internal equity and in accordance with collective agreement and internal policies and procedures
  • Finds candidates using a variety of sources and ensures candidate pipeline is adequate
  • Liaises with HR Business Partners regarding required updates to job descriptions and/or applicable compensation programs/policies/procedures
  • Continually demonstrate a commitment to create a positive culture of equity, inclusion, diversity and anti-racism
  • Maintains the vacancy log, Applicant Tracking System (ATS), metrics and analysis as required and associated competition summaries
  • Partners with members of the management team and Human Resources, Organizational Development and Equity department to provide frontline full cycle recruitment leadership across Home and Community Care Support Services Toronto Central
  • Exemplify, embrace and intentionally promote an inclusive work environment where all are meant to feel they belong
  • Prepares job descriptions and internal / external job postings in collaboration with management and others in Human Resources and
  • Compiles recruitment data (e.g. time to fill), processes Successful Applicant Lists, identifies emerging recruitment trends and prepares reports as required
  • Develops and maintains interview guides, selection tools, including behavioural and situational interview questions for assigned roles


What must you have?


  • Strong oral and written communication skills to develop recruitment materials and communicate with candidates and hiring managers
  • Ability to communicate in French or another language an asset
  • University degree in Business Administration, Human Resources Management (or equivalent combination of education and/or demonstrated professional recruitment leadership experience in a high volume environment)
  • Ensures effective and professional communications with all internal/external contacts
  • Demonstrated ability to exercise tact and sound professional judgment when responding to matters concerning sensitive personal information
  • Experience recruiting in a healthcare environment an asset
  • Previous experience working with ATS, HRIS preferred
  • Works respectfully, positively and collaboratively within a team environment sharing experiences and lessons learned
  • Ability to perform tasks with minimal supervision, ability to work with all levels of management, proven ability to successfully manage organizational change, creative forward thinker
  • Two (2) to three (3) years’ recent full life cycle recruiting experience; preferably in a unionized environment
  • Good negotiation, problem-solving, and conflict resolution skills
  • Ability to effectively interact with employees at all levels of the organization and work with a variety of people from diverse backgrounds
