We are looking for someone who wants to make a positive impact in a diverse and dynamic organization as our Project Quality Specialist. While in this role you will support the Quality Supervisor Plan as well as schedule and ensure completion of all Quality Program results and services throughout the project lifecycle. What You Will Do
  • Provide Quality Orientations and training as required for Construction Inspectors and Construction Contractors on Quality requirements, interdependencies, processes, procedures, specifications, and records.
  • Delegated responsibilities that support the Supervisor and Manager of Quality.
  • Provide Subject Matter Expertise and support to Supervisor of Quality and Quality Team
  • Coordinate and lead special initiatives that support department and Company objectives.
  • Coordinate training sessions of Quality deliverables
  • Follow up on and assist in the investigation and resolution of quality issues.
  • Notify the PM, CM and responsible project personnel of any significant problems and initiate timely follow-up.
  • Monitor and report on Contractor Quality programs and follow up when required with improvement and corrective actions
  • Early engagement with Project teams to conduct the Quality Engagement and prepare the Project Quality Management Plan for construction activities.
  • Perform quality scope reviews and markups on 30% – 90% - IFC drawings and documents.
  • Lead Incident investigations performed by Projects Quality
  • Manage and Coordinate management of change of specifications, standards, forms, etc
  • Manage and Lead development of field assurance assessment templates
  • Review drawings for piping conflicts and apply computer modeling to trace lines for issues
  • Early engagement with Project development to integrate Quality requirements
  • Develop, Monitor, and report quality metrics for the Quality Department
  • Develops the quality reporting requirements for Project Teams.
  • Support quality issues management tools such Quality Enhancement Reporting and Quality Incident Notifications.
  • Provide Quality deliverables for Construction RFP, Review Specs, OQs, quality procedures.
  • Manage Root Cause Analysis (RCA)
Who You Are
  • 7 years of industry experience that includes progressive experience in industrial mechanical construction, quality assurance and audits and assessments would also be accepted.
  • You have:
  • A minimum of 10 years of Oil and Gas Construction and Quality experience.
  • Completion of Degree or Technical Diploma in certified mechanical trades, Engineering, or a combination of related post-secondary degrees.
  • A technical and working knowledge of design and construction, standards, codes, and regulatory requirements associated with Enbridge Projects – OPR-99 – CSA – PHMSA – DOT – API - ASME.

  • Manage time wisely and manage diverse projects portfolios and processes with conflicting deadlines.
  • Execute planning, work management, problem solving, decision making and negotiating skills, supplemented with a practical proficiency.
  • Demonstrate proficiency with computers, applications and technology specifically Microsoft Office, primarily SharePoint, Word, Excel, One Drive and PowerPoint.
  • Work in a team environment or alone when required.
You Are
  • Someone who has an advanced technical understanding of drawings, materials, joining/welding and practical applications of weld procedures, welder qualifications, non-destructive examination, coating, pressure testing and records and turnover process.
  • Someone who has a technical and working knowledge of design and construction, standards, codes, and regulatory requirements associated with Enbridge Projects.
  • Capable of comprehending and applying Federal and Provincial regulations applicable to pipeline operations.
The Following Are Considered Assets
  • ISO 9001 QMS Lead Auditing Training is an asset
  • Completion of Degree or Technical Diploma in certified mechanical trades or Engineering is an asset
  • A minimum CWB Level II and or equivalent AWS CWI or API 570 or equivalent.
  • NACE CIP Level 1 or 2 is an asset.
  • Excellent written and oral communication skills with the ability to effectively interact with personal at all levels of the organization.
Working Conditions
  • 75% office environment with 25% travel which may vary based on project demands. May include handling of after-hours calls requesting direction and assistance. Travel will involve US and Canada.

  • Previously planned activities can change due to late notifications of project inspection requirements are scope changes.
Physical Requirements Include But Are Not Limited To
Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.
