Position Overview:
The Procurement Manager manages the internal client experience for a portfolio of Procurement Services’ clients. Within the Manager’s portfolio of internal clients, the Manager provides technical procurement expertise and advisory support to lead sourcing and procurement activities that include: development of category strategies, strategic sourcing planning and execution, solicitation, contract development and negotiation. The Manager is also responsible for managing a team of Procurement Category Specialists throughout the procurement lifecycle.
Qualifications and Experience:
• Bachelors degree in a technical or business discipline – or a combination of education,
training and experience deemed equivalent.
• Certified Supply Chain Professional (CSCP), Supply Chain Management Association
(SCMA), Universal Public Procurement Certification Council (UPPCC) designations are
considered assets.
• Seven (7) years’ experience in a continuous improvement style procurement department
ideally in a municipal environment, including three (3) years’ management experience is
preferred.
• Project management skills and technical proficiency to lead, govern and manage high
dollar value procurement projects.
• Experience with Operations Management, Supply Chain Management, and Business
Administration disciplines.
• Extensive procurement experience and sector knowledge in assigned portfolio
• Advanced-level experience in category management and procurement processes in
private and/or public sector environments.
• Familiarity with JD Edwards or other ERP solutions, and e-Procurement software, is an
asset.
• An ability to understand internal or external client needs and objectives and align efforts
to meet both client and organizational goals and objectives. Ability to effectively build
relationships in order to discover client needs.
• Ability to build constructive work relationships (e.g., clients, departments, team
members) to meet mutual goals and objectives. Acts in a professional and supportive
manner
• Ability to use appropriate interpersonal styles and techniques to reduce tension and/or
conflict.
• Ability to assess situations quickly and find areas of common interest; helps to facilitate
resolution.
