Administrative New Position
Under the direction of the Chief Financial Officer, the Manager of Capital Accounting and Finance Projects will be responsible for accurate and timely reporting of the College’s capital and intangible assets. The role will also research, recommend, and account for complex accounting transactions. This role will lead and/or support ad hoc finance projects across the College in which Finance is a key stakeholder, including preparing financial models used in strategic decision-making.
The incumbent will provide technical leadership to the Finance department and will also work closely with the Facilities and Capital Development department and other stakeholders to cultivate a culture data-informed decision-making. The incumbent will ensure that strategically important projects are influenced and informed by robust financial analysis.
Successful candidates will be required to conduct work within Ontario and must be available to work on campus as required. It is anticipated that this position will meet the needs of the department through a hybrid work arrangement with 1 to 2 days on-site and 3 to 4 days remote.
Responsibilities

• Maintains effective relationships with multiple internal stakeholders to support the accounting and reporting processes
• Prepare meaningful analysis and reporting on the College’s capital acquisitions to ensure timely and accurate information is available for decision making and to meet reporting and regulatory requirements
• Lead or support non-routine initiatives where Finance is a key stakeholder, including initiatives such as financial analysis and modelling, process improvement, change management, and/or inter-department coordination
• Lead or support external compliance audits, reviews or evaluations required to meet regulatory or contractual obligations (including Government audits, if any)
• Support the annual audit, including preparing reconciliations, working papers, and audit documents as required
• Responsible to develop and implement accounting and disclosure for new or complex transactions and emerging standards
• Maintain a thorough understanding of Canadian public sector accounting standards (“PSAS”) and work with external auditors to validate as required
• Work closely with Facilities to ensure their finance-related requirements are supported

Qualifications

• Experience developing complex objectives, and scenarios and conducting financial analysis based on internal and external factors such as economic conditions, political pressures and organizational structure while ensuring accountability and efficiency
• Completion of CPA Designation (formerly CA, CMA, CGA) required
• Research, reasoning, analytical, problem-solving, and decision-making skills
• High proficiency with the use of computerized financial systems, and reporting and analysis tools such as Cognos and Microsoft Excel
• Four-year Degree in Business, Accounting, Economics, Commerce, or related field is required
• Strong interpersonal skills to constructively challenge College staff while providing accounting and budget assistance and advice
• Minimum nine years of related experience, with a minimum three years of relevant experience in a Supervisor/Manager role
• Comprehensive knowledge of accounting, budgeting, and performance measurement theory
• Ability to communicate accounting and budget issues and procedures confidently and effectively, both written and verbally to various stakeholders including College management and Ministry representatives
• Ability to support and project values compatible with the organization
• Ability to respond positively and adapt easily to change, including reprioritization and re-planning workloads under time constraints
