Finance/Accounting/Procurement/Relationship Management On behalf of our client in the Government Services Sector, PROCOM is looking for a Project Manager - Finance/Accounting/Procurement/Relationship Management.

• Manage vendors, stakeholders, and peer groups across ministries
• Interact directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships
• Manage the administration of existing contracts and the execution of Service Requests for new services from vendors
• Look after Ministry’s interests from Legal, privacy and public image perspectives in procurements and contracts
• Create or support development of project artifacts, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs) etc.
• Independently manage, and execute complete procurements life cycle as needed
• Prepare briefing notes, conduct vendor meetings and liaison with other procurement and legal departments as per the need.
• Develop complex network transition and migration strategies with cross stream dependencies including vendor activities
• Support project managers in the execution of procurements and change orders with vendors
• Manage large-scale, complex, integrated project plans
• Develop and implement network transition plans
• Develop and present ministry-specific dashboards, reports, and other project management collateral
• Ensure project implementation plans have no adverse impact to public safety operations
• Support the analysis and execution of vendor contract deliverables, including change management (RFCs, Change Orders), including writing content and providing advice
• Proactively identify risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks
• Manage the processing of project & contract change requests and the overall change process including obtaining vendor quotations and facilitating the required approvals

• Experience managing vendor commitments to ensure contractual obligations are met
• Must be able to gain security clearance
• Problem-solving and teamwork abilities
• Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment
• Strong experience of working in Public Safety Radio/telecom domain
• Solid experience in building and maintaining relationships with internal and external stakeholders
• Demonstrated project management experience on complex and technical I&IT projects
• Excellent communication skills
• Experience of large and complex projects with over $500 Million budget
• Experience with projects involving a large number of users (over 30,000), meeting their business requirements, training and communications needs etc.
• Experience interfacing directly with vendor leads on coordinating overall activities and contractual commitments
• Demonstrated experience identifying issues and managing risks for large complex enterprise-wide projects
• Knowledge and experience both in a strategic and operational public sector governance models
• Experience managing inter dependencies related to key contract deliverables
• Strong negotiating and influencing skills
• Leadership and team building experience, managing and coordinating multiple stakeholders that have varying needs, requirements and objectives
• Experience providing oversight on integrated plans to ensure the successful delivery of 3rd party vendor contracts
• Experience managing executive relationships and dealing with senior executives across multiple organizations.
