Job Description
Fraser Health is responsible for the delivery of hospital and community-based health services to over 1.9 million people in 20 diverse communities from Burnaby to Fraser Canyon on the traditional territories of the Coast Salish and Nlaka’pamux Nations. The Fraser region is home to 32 First Nations communities and 6 Métis Chartered communities. We are seeking an innovative and highly skilled Director, Planning and Priorities who brings leading practices in planning, project and change management, and organization development to advance Fraser Health's vision and strategy.
As a key member of the Organization Development, Planning and Transformation Team, The Director plays a critical role in maintaining a big-picture view of organizational priorities, progress, and change capacity. The Director works with executive and senior leadership to support the development of annual priorities that reflect the unique characteristics of Fraser Health and the provincial mandate.
The Director is accountable for:
  • Leading a team who is accountable for the development and use of an organizational change registry, including processes to support Executive consideration and decision making about organizational change initiatives.
  • Assessing and reporting on the status of initiatives to senior management; and advising on status and the impact of the initiative across Fraser Health from a system perspective.
  • Liaising with internal and external stakeholders to ensure that Fraser Health strategy and priorities clear, aligned, communicated and linked with other business processes across the organization.
  • Developing and maintaining partnerships with key stakeholders (ie VP sponsors; Ministry of Health leaders, Fraser Health Executive Directors); establishing and managing contracts with external resources as appropriate.
  • Providing leadership for the development, implementation, communication and ongoing improvement of organizational planning processes.
The successful candidate will have:
  • Completed Masters Degree in a relevant field, Project Management Professional (PMP) designation, or an equivalent combination of education, training and experience and 10 years' experience in a complex matrix organization ideally in the Public Sector;
  • Ability to engage, lead and oversee a high-performing team to achieve and exceed deliverables while managing resources within established parameters.
  • Excellent relationship building, stakeholder management and change management skills; and
  • Demonstrated senior leadership expertise, including the ability to lead and manage all areas of a large complex planning process;

Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Director, Planning & Priorities will lead, provide strategic guidance and advance the organizational processes for strategic and annual planning, an organizational change registry, and efforts to build organizational capacity for sustainable change.
Drawing on established and emerging practices from public and private sector organizations, the Director is accountable for leading a team in the development, implementation, communication and ongoing improvement of processes for setting direction, tracking and reporting progress, anticipating and measuring impact, and adjusting approaches based on outcomes and learning.
The position will work closely with the Executive Director and other Directors in the Organization Development, Planning and Transformation Team, and corporate support areas including systems optimization, clinical operations, and risk management. As part of this team, the Director will contribute to continued improvement of our approach to team-based consulting to support organizational change and effectiveness.
Responsibilities
  • Assesses and reports on the status of initiatives to senior management; advises on status and the impact of the initiative across Fraser Health from a system perspective.
  • Leads a team responsible for employee performance planning, aligning annual organizational objectives and key results to individual performance planning and results.
  • Provides leadership for a team of project and change managers whose work focuses on strengthening capacity for change and building organizational sustainability.
  • Partner with leaders across Fraser Health to design and implement aligned approaches to strategy development, annual planning, performance monitoring and analytics, evaluation and benefits realization.
  • Defines, leads and oversees an overall change management approach and methodology throughout projects within the scope of the Planning and Priorities team, including identifying resistance and performance gaps, formulating plans and activities to support change management and the introduction of appropriate actions including the development of a strategic transformation process.
  • Provides overall leadership, direction and supervision to assigned team members using effective management and leadership techniques including coaching, mentoring, skill and leadership development, performance management and team building. Leads the selection and development of a diverse team of transformation consultants; ensures team members have the knowledge, skills, abilities, and tools to support planning, transformation and sustainability initiatives within Fraser Health.
  • Work in partnership with Executive team and senior leaders to establish annual priorities and track their progress through implementation and benefits realization.

  • Develops annual plans for the Planning & Priorities team including service and human resource development components.
  • Utilizes and promotes a system-wide approach to planning of initiatives, implementation and measurement. Identifies and manages risks, barriers, issues and scope changes.
  • Provides leadership for the development, implementation, communication and ongoing improvement of organizational planning processes.
  • Evaluates and scopes new requests for service, develops statements of work, deploys resources and facilitates introduction of Organization Development, Planning & Transformation Team to clients; monitors and assesses client experiences, changing environments and needs.
  • Oversees initiatives supported by the Planning & Priorities team to assure the effectiveness of the approach being used, monitor for roadblocks, and advise or intervene as necessary.
  • Establishes and maintains strong connections to operational and content experts in BC health care and planning, as well as maintains a strong network of internal Fraser Health leaders.
Qualifications
Education and Experience
Master's degree in Health, Business Administration or related discipline, supplemented by PMP, PROSCI and/or CHE certification/designation, and ten (10) years' experience in a complex health care environment, including five (5) years progressive planning, project or change management leadership experience; or an equivalent combination of education, training and experience.
Valid BC driver's licence and access to a personal vehicle for business related purposes.
