Are you an innovative and inspiring leader? If so, considering this exciting and challenging opportunity with the Office of the Provincial Controller Division (OPCD) at Treasury Board Secretariat (TBS).
In a dynamic, high-profile environment, the Director will champion continuous improvement of service through the province’s accounting operations, maintains the Chart of Accounts and implements ministry reorganizations in the financial system. You will provide enterprise-wide financial management reporting and analysis to support the budget, planning processes and support senior executives. As the director responsible for OPCD’s business ownership of the financial system, you will establish and maintain effective financial systems governance.

What can I expect to do in this role?
Reporting to the Assistant Deputy Minister, you will:
- Lead, inspire and build a high performing team of financial professionals
- Provide direction and leadership in the development and alignment of enterprise-wide systems to business goals, including governance structures and strategic planning
- Oversee the development and operationalization of effective management reporting for internal and external stakeholders
- Establish and maintain effective appropriations and operational controls to ensure the integrity of the province’s enterprise-wide financial systems
- Maintain collaborative relationships with line ministries and central agency partners (Office of Treasury Board, Enterprise Financial Services Division and Government Services Integration Cluster) to support the fiscal cycle process and resolve enterprise-wide financial system issues
- Provide strategic leadership for the planning, development and implementation of accountability and controllership frameworks
- Manage operational accounting processes of the province, such as chart of accounts and period end,
- Provide strategic financial advice and briefings to the Minister and senior executives on corporate financial management

Relationship Management:
- You have the ability to build and maintain relationships with ministries, central agency partners and the Office of the Auditor General
- You have evidence of superior communication and briefing skills to effectively provide strategic advice to senior management in the OPS
- You have strong relationship and consensus building skills in order to work with numerous internal and external clients, partners and stakeholders.
- You are customer-focused with demonstrated business and operational accounting experience, to identify priorities and strategic directions
Financial Acumen
- You have experience with strategic business and financial planning
- You have knowledge and understanding of the Public Sector Accounting Standards
- You have knowledge and understanding of financial and accounting policies, government decision making processes and relevant legislation, to ensure compliance and provide expertise
- You have knowledge of the accounting principles, modern controllership, risk management and financial management principles, methods and techniques
- You have a good understanding of fiscal and multi-year fiscal planning in order to provide advice on financial management initiatives
- A professional accounting designation (CPA) is preferred
