About the Role
Reporting to the Commissioner, Corporate and Finance Services, the Chief People Officer is a key member of the senior leadership team and regular contributor to the Corporate Leadership Team, providing advice and guidance on all people related matters at the City. This role is responsible for all aspects of Human Resource Services including labour relations, organizational development, talent management, total rewards, health, wellness and safety programs, learning and internal communications. This role is responsible for the strategy, development, administration and implementation of policies, procedures, and programs designed to foster an engaged workforce that delivers exceptional services to the community. The Chief People Officer models the City of Oshawa core values of Authenticity, Courage and Trust, while acting as a change agent and business partner who works collaboratively with all levels of leadership and employees to shape corporate culture through human resource strategies that will enhance the total employee experience.
Key Responsibilities
- Oversee corporate health, safety and wellness program design and delivery
- Oversee all aspects of corporate learning and development strategy to create a corporate learning culture
- Lead the organization’s internal communications strategies and technology
- Establish talent management, organizational development and change management strategies, priorities and programs
- Lead the total rewards portfolio, including developing strategy and program design
- Provide guidance and HR advice in developing innovative organizational strategies and HR policies and procedures while ensuring legal compliance and mitigating corporate risk
- Act as a strategic partner to organizational leaders in providing support and services that help advance the Oshawa Strategic Plan through collaboration with business units and stakeholders
- Foster a positive labour relations environment, establish collective bargaining strategy and serve as Chief Negotiator/Spokesperson for all labour relations maters
- Develop internal strategies to support the advancement of diversity, equity and inclusion initiatives
- Lead the drive to implement and maintain HR processes and technology to deliver HR services efficiently and effectively
What You Bring
A university degree in Human Resource Administration, Industrial Relations, or related discipline (with post-graduate education in human resources) or an equivalent combination of education and experience. Certified Human Resources Leader or Executive (CHRL/CHRE) with the Human Resource Professionals Association. Graduate degree, such as Master’s Business Administration, and/or related certifications/education are a strong asset. The successful candidate has extensive knowledge of employee and labour relations, superior interpersonal, communication, relationship and partnership building skills and a minimum of 10 years of progressive public sector HR experience in the areas of labour relations in a multi-unionized environment, organizational development, talent management, health, safety and wellness, HRIS and total rewards. Experience with continuous improvement initiatives and leading organizational change and experience in workplace investigation techniques and processes.
