Job Description
The Immigrant Employment Council of BC (IEC-BC) is a not-for-profit organization that provides BC employers with the solutions, tools and resources they need to attract, hire and retain qualified immigrant talent. IEC-BC believes that the successful integration of skilled newcomers into the BC labour force is critical to both their success and the province’s long-term economic performance. The Council works with employers, government, and other partner stakeholders to ensure that BC employers can effectively integrate global talent.The Opportunity IEC-BC is seeking its first Chief Operating Officer (COO). This is an excellent opportunity for a politically savvy and astute visionary with a solid understanding of operations and finance strategy, organization infrastructure, and execution excellence. The successful candidate will ideally hold a post-secondary degree in finance, business administration or equivalent, and will possess progressive management and leadership skills. The role requires integrated collaboration with the CEO and across the organization in setting and driving organizational vision, operationalizing strategy and ensuring structure, capacity, accountability and metrics to deliver successful execution.Responsibilities of the COO Role Reporting to the CEO and serving as a key member of the executive team, the COO will be accountable for the operational leadership of this fast-growing $7M non-profit organization with a current staff complement of 30 FTEs and consultants.Based in the IEC-BC Vancouver office, this role is responsible to guide the broader team to drive the IEC-BC mandate and ensure the effective delivery of all facets of the organization. Translating the strategic plan into actionable steps for growth, implementing organization-wide goal setting, performance management, and annual operations planning are key elements of this leadership position. The COO will oversee IEC-BC’s operations and employee productivity, and help to maintain a highly inclusive culture that ensures team members can thrive in order for IEC-BC’s goals to be met consistently.Leadership and Strategic Planning Serve as second-in-command to the CEO and as a key member of the senior leadership team;Build and cultivate a high-performing leadership team and a culture of collaboration within the IEC-BC team;Work collaboratively with the CEO to ensure alignment of the Board goals with day-to-day management;Contribute to IEC-BC’s strategic planning process, and lead the development of annual operational plans, KPIs and budgets to execute IEC-BC’s strategic objectives and achieve key impact targets;Implement, with the support of the Board and CEO, IEC-BC’s strategies and strategic plans, based on all available data;Ensure technology, applications and systems support to enhance the strategic goals of the organization and keep pace with the changing needs and expectations of IEC-BC stakeholders and clients;Develop and implement performance management frameworks, policies and practices that ensure that IEC-BC operates effectively to achieve its committed outcomes with all members of the team having a clear line of sight to their respective accountabilities;Remain accountable to funders and partners, and stay abreast of sector developments to anticipate evolving needs;Participate in identifying and cultivating strategic partners and core funders.Support for the CEO Act as right hand for the CEO, provide critical thinking and alternate perspectives;Keep the CEO informed on all critical issues, priorities, opportunities and emerging risks;Regularly inform the Board in tandem with the CEO of internal organizational matters, including relevant staffing matters, funding progress, program results, and key priorities;Discuss and develop analysis, options and recommendations for the CEO to support the Board’s decision-making.Serve as an internal and public representative of IEC-BC, in the absence of the CEO.ManagementProvide high level direction/coaching and mentoring to the leadership team;Balance workload and competing priorities;Support the team with issues management, problem solving, risk identification and mitigation strategies;Hire, evaluate and manage team performance and provide professional development opportunities to address skills needs;Identify capacity or skills needs requiring short term consulting support; develop and manage RFP processes and negotiate contracts.Operations & Finance Oversee and analyze internal operations and identify areas for process enhancement;Implement business strategies and plans that align with the short- and long-term strategic objectives of IEC-BC, developed in tandem with CEO;Oversee operations and finance to ensure sufficient investment capital can be budgeted for near-term growth targets;Manage expenses efficiently to ensure consistent control is achieved for scaling purposes;Provide strong oversight for IEC-BC's budgeting and resource allocation processes, financial systems development and external reporting activities;Achieve a well-integrated, team-based approach to project management and organization-wide delivery against objectives;Develop and maintain human resource policies and practices that foster a strong organizational culture and embody DEI and other IEC-BC core values;Champion internal communications and provide oversight for IEC-BC's presence in social media, event planning and execution.Qualifications, Competencies and Experience Post secondary education, ideally with focus on finance, accounting or business administrationMinimum of 8-10 years of successful senior leadership and managerial experience within a not-for-profit organizationStrong experience overseeing functional areas including Finance, Human Resources, IT, Communications and other operational functionsExcellent leadership skills, with steadfast resolve and personal integrityDemonstrated success in process improvement, the strategic use of technology, change leadership and change managementAbility to diagnose problems quickly and foresee potential issuesCommitment to results;
