About The Role


The Chief Medical Health Officer (CMHO) fulfills the role of leading Population and Public Health programs at Interior Health, while being jointly accountable to the Provincial Health Officer.


The CMHO is responsible for leading all population and public health programs, including health promotion, disease and injury prevention and health protection in addition to overseeing the work of Interior Health’s Medical Health Officers. The CMHO also plays a lead role in terms of epidemiology and surveillance. The CMHO holds overall accountability for compliance with the Public Health Act and a number of other related legislation and regulations.


Some Key Duties


  • Performs the duties of a Medical Health Officer (MHO), as defined in provincial legislation, including on-call, in alignment with the Royal College of Physicians and Surgeons of Canada’s CanMEDS framework, and with the Institute for Healthcare Improvement (IHI) triple aim philosophy.
  • Acts as a public health and preventive medicine consultant to the Senior Executive Team, the Health Authority Medical Advisory Committee, physicians, staff, and community organizations or groups.
  • Monitors organizational and portfolio performance against operating targets and key performance indicators. Ensures programs and services are designed, integrated, operated, measured, and reported on in terms of efficiency, effectiveness, and attainment of established goals and objectives.
  • Develops and maintains collaborative working relationships with internal and external stakeholders to address issues, share information, and promote partnerships. Collaborates and participates with the Ministry of Health, the Ministry of Mental Health and Addictions, other BC Health Authorities, and provincial and national organizations on public health-related initiatives.
  • Directs the work of IH Medical Health Officers and senior population and public health directors.
  • Provides leadership to all staff within Population and Public Health through coaching, mentoring, guiding, modelling key behaviours, and encouraging dialogue to create a respectful and motivating environment that encourages achievement of maximum potential, personal goals, and performance targets.
  • Works with municipalities and regional health districts to support the development of healthy communities and healthy-built environments.
  • Assesses and reports on population health status and needs within Interior Health.
  • Keeps abreast of current management and professional practices, issues, and trends affecting health service delivery at the provincial and organizational levels.
  • Establishes and oversees annual operating plans and related budgets for the CMHO portfolio, developing an appropriate organizational structure and allocating the financial, technological, physical, and human resources required to achieve current and long- range strategies and meet operating objectives within the organization’s fiscal framework.
  • Reports annually on the health of the population and the extent to which population health targets established by the government and Interior Health have been achieved.
  • Provides leadership for other services, programs, or projects as assigned by the President and CEO.

Qualfications


Education, Training, And Experience


  • Fellowship in Public Health and Preventive Medicine from the Royal College of Physicians and Surgeons of Canada.
  • A medical degree with full licensure (or proven eligibility for same) in the Province of British Columbia.
  • Leadership training appropriate to the role.
  • A minimum of 10 years of Public Health experience in progressively senior leadership roles in an integrated health system environment.
