II. Position Summary

Reporting to theManager, Program Innovation and Reporting, theSenior Analyst, Operations Performanceis responsible for assisting in the design and development of quantitative models to assess operational performance. The Senior Analyst, Operations Performance is also responsible for providing subject matter expertise on operational data collection and reporting systems.TheSenior Analyst, Operations Performanceperforms all other duties and responsibilities related to the position as required.

III. Key Tasks and Responsibilities

Operational Capacity and Efficiency

• Support the design of performance measurement plans for operational quantitative studies and trials.
• Coordinate all Business Intelligence report requests for the Operations branch;
• Develop self-serve Business Intelligence reports;
• Conduct ongoing performance measurement program evaluation and systematic review, assessing the relevance and validity of performance indicators as they relate to the achievement of operational objectives;
• Analyze business needs to develop functional/technical designs for solutions;
• Support the development and implementation of systems and tools to support operational planning and reporting;
• Define performance indicators to measure and report operational performance;
• Develop or assist in the development of mathematical models such as simulation or predictive models;
• Assess the impact of changes to operational systems on reporting products and tools;

Partnerships and Stakeholder Relations

-Create, disseminate and present operational performance reports and statistical analysis to Senior Management and other stakeholders;

-Provide full mathematical and statistical support to all branches, identifying trends and possible areas for improvement to facilitate targeting resources to risk;

-Support the Operations branch by serving as subject matter expert for operational data collection and reporting systems.

-Serve as a subject matter expert on performance measurement, statistical analysis and Business Intelligence within Operations and respond to ad hoc requests for information;

-Compile and disseminate medium and long-term traffic forecasts to internal and external stakeholders.

Contract Management

• Manage contracts related to the provision of flight schedules, historical air traffic and air traffic forecast data and information.

V. QualificationsEssential

• Demonstrated experience analyzing business issues and providing recommendations to management;
• Graduation with a degree from a recognized university or professional college with a specialization inmathematics, economics, computer science or a related field relevant to the duties of the position;
• Minimum of 5 years experience with data analysis, performance measurement methods, statistical concepts and reporting techniques; Experience drafting clear and concise reports and presentations with a strong attention to detail;
• Experience researching varied and complex issues from a wide array of inputs and sources and recommending solutions;
• Demonstrated ability to interpret ambiguous information and seek solutions to problems.
• Proficiency in the use of Microsoft Office suite of applications, particularly Excel, Word and Power Point;

Valuable

• Experience with Access, Visio as well as Cognos suite of BI applications (or other business intelligence tools);
• Knowledge of mathematical and statistical theory and application;
• Experience using mathematical/statistical models and software such as SAS or SPSS;
• Knowledge of the Canadian Air Transport Security Authority (CATSA) organizational structure, mandate, priorities, operating environment and its interrelationships with other internal/ external government and industry stakeholders will be considered an asset

• Must work from Ottawa head office as required;
• Ability to travel as required;
• Ability to work overtime as required;
