HOURS OF WORK: 35 hour workweek


LOCATION: Hybrid Model – when working onsite, you will report to the location of City Hall.


SALARY GRADE: 5


HIRING SALARY RANGE: $84,403.00- $94,954.00 per annum


MAXIMUM OF SALARY RANGE: $105,504.00 per annum

Area Of Responsibility


Reporting to the Senior Manager, Talent Acquisition & Total Compensation, this position is responsible to provide technical and analytical support in the design, administration, analysis and maintenance of the Corporation’s salary administration and job evaluation practices, policies and programs. Maintain certain functions of the HR system to support the access of timely information, ensuring data integrity and consistency.


Job Evaluation. Coordinate and administer the Corporation’s unionized job evaluation program. Conduct analytical reviews of existing and new jobs to facilitate the evaluation process. Provide advice and consultation to clients on matters related to job evaluation, including program interpretation and application as well as job design and organizational structure. Coordinate and lead the activities of the joint job evaluation committee. Create and maintain comprehensive job descriptions and related documentation. Communicate job evaluation results to management. Develop, recommend and implement program improvement initiatives in consultation with Human Resources specialists and union representatives. Provide assistance to support labour relations functions, including grievances, arbitrations and negotiations related to job evaluation. Provide expertise in the evaluation and wage determination of temporary assignments. Prepare and deliver information sessions and training programs.


Salary Administration. Perform analysis and conduct research of internal and external salary data and compensation initiatives to support recommendations. Provide advice and consultation to HR partners and clients on policy interpretation, issues related to compensation and salary administration, including performance reward, job evaluation, promotions, temporary assignments and new hire salaries. Assist in the in development and maintenance of pay structures, including providing analysis, preparing costing scenarios and reporting to assist in decision making. Provide support in the coordination, calculation and implementation of annual compensation adjustments, as well as regular maintenance of related files and databases. Assist in the design, implementation and administration of competitive and equitable salary administration programs, policies and best practices. Assist in the preparation of reports and presentations requiring compensation analysis.


Analytical Support. Provide analytical and trending support through the analysis of past and current pay practices, internal compensation trends and external market trends. Report on analytics including headcount, compensation, demographics and corporate metrics to measure and monitor the effectiveness of programs against divisional objectives. Conduct research and provides special reports to support decision making.


System Support. Perform regular system updates to position management records, job and salary/wage tables and position description databases. Monitor system changes to ensure integrity and adherence to corporate standards. Create and maintain data standards for process requirements, standard operating procedures and training manuals. Recommend efficiencies and modifications to better use existing technology. Partner with Business Systems team for system automation and enhancements.


Special Projects. Collaborate, support and provide project support to the team. Assist with the resolution of compensation and job evaluation issues and research best practice approaches. Provide analysis, findings and recommendations for projects, research and best practice innovative solutions. Participate as a subject matter expert on working groups.


Education


SELECTION CRITERIA:


  • Post-secondary degree in Business Administration/Human Resources or a related discipline, with courses in compensation/rewards


Required Experience


  • Three (3) to five (5) years experience in Compensation administration, preferably in a unionized environment


Other Skills And Assets


  • Knowledge of applicable legislation
  • Excellent communication skills (written and verbal) in English language
  • Certified HR Professional (CHRP) designation an asset
  • Demonstrated analytical ability, including analysis and technical reporting
  • Minimum one (1) experience in job analysis, job evaluation; exposure to Role Profile job evaluation would be an asset.
  • Various tests and/or exams may be administered as part of the selection criteria.
  • Financial acumen and ability to conduct cost benefit analysis of compensation/rewards programs
  • Advanced skills with MS Office (Word, Excel, Power Point) and HRMS (Peoplesoft)
  • Human Resources Information Systems experience.
