Job Summary

The job requires advanced understanding of the legislation, regulations and policies governing access to information and privacy and is responsible for analyzing very complex and sensitive access requests that require a high degree of analysis and discretion. The position will have delegation under CFCSA to apply legislation in disclosure of records.


The material processed is extremely confidential, and often of a disturbing and/or graphic nature (including photographs); that may include material and images related to physical and /or sexual abuse of children.


The work is highly detailed and requires strong proof reading and sequencing skills, accuracy and the ability to concentrate for long periods of time.


This position reports to the Manager, Disclosure.


To coordinate and lead the research, analysis, development and implementation of strategic policies and operational policies for MCFD's in support of the ministry's privacy management and accountability program and information management including records management and the implementation of the Information Management Act for the ministry, Indigenous Child and Family Service Agencies, service providers and partners.


To process complex and highly sensitive information access requests to Ministry held records, under delegation of applicable legislation, to the Office of the Public Guardian and Trustee and additional ministry partners, such as Youth Justice and the Representative for Children and Youth, and determine if records should be released or withheld, based on review and analysis of requests.


Oversee the production and scanning of requests from public bodies (Law Enforcement) and/or Government Agencies governed by statutory or legislated power (Representative for Children and Youth, BC Coroner, Adoption Services, Civil Litigation, and Crime Victim Assistance Program etc.).


Supervise Information Production Technicians including assignment of work, development and evaluation of performance plans, and all HR matters.


Job Requirements


  • Minimum one year in a supervisory role.
  • Diploma in Law, Public Administration, Information Management, or Communications or other directly related discipline, three years experience as an Analyst (or in a role performing analytical work as a significant percentage of your daily work), or an equivalent combination of education/training and experience.
  • Experience interpreting and applying related legislation, policies and directives.


Provisos


  • Must handle old, dusty and often disturbing, highly confidential and sensitive materials.
  • Must be able to sit for long periods of time at the workstation, therefore, frequent stretching and attention to ergonomic health is a high priority.
  • Must be able to lift heavy boxes (up to 50lbs)

Flexible work options are available; this position may be able to work from home a few days a week subject to an approved telework agreement.
