Underground Facilities Specialist (Continuous)


Engineering and Public Works Department


POSITION FUNCTION


Coordinate and oversee the strategic planning of Underground facilities and associated SCADA infrastructure. Ensure facilities function as intended, effective emergency plans are in place, and future capacity and lifecycle considerations are factored in to upgrades and repairs.


KEY DUTIES


  • Make recommendations on bylaw and policy changes; prepare various notification letters; initiate and update standard work procedures, emergency response procedures, standards and specifications, long range strategies, and policies.
  • Coordinate between Engineering, Operations and Technical Services (SCADA) on the planning, development and maintenance of an Underground Facilities Masterplan and SCADA Masterplan as supplements to the Water, Sanitary Sewer, and Stormwater Masterplans.
  • Prepare long term financial budgeting forecasts and requests and long term capacity analyses.
  • Respond to enquiries, complaints, and requests for service from the public, other sections, and departments, and outside agencies; liaise with consultants and contractors; compose related correspondence; represent the City at various meetings with other sections and departments, and outside agencies.
  • Perform related duties where qualified.
  • Coordinate and schedule projects with outside agencies and other departments; conduct site inspections at various locations to review work progress and ensure industry and regulatory requirements are met; ensure contractors and outside agencies adhere to tender specifications.
  • Ensure guideline documents are developed to aid in standardization of infrastructure and the SCADA alarm philosophy and associated documents continue to evolve as upgrades are made.
  • Make recommendations regarding types of equipment to be acquired, operational changes and related cost; requisition materials and equipment from City Stores or outside suppliers.
  • In collaboration with the Underground Utilities Maintenance Coordinator, develop and coordinate strategic maintenance schedules for wastewater, drainage and water pumping station and Pressure Reducing Valve (PRV) facilities.
  • Work with the SCADA team to progress the evolution of the SCADA system, ensuring data is captured, analysed, integrated, and utilized in a meaningful way; coordinate the optimization of the underground facilities including setting and maintaining records of operational set points.
  • Review engineering drawings, provide technical assistance and make recommendations on construction methods and materials.
  • Maintain documentation related to all facilities; maintain a variety of manual and computerized records such as construction records, process manuals, statistics, project files and activity reports; compile statistics and prepare reports.
  • Report annually on capacity analysis of sewer, stormwater, and water facilities and coordinate with Engineering to ensure adequate capacity with planned development.
  • Plan, schedule, and monitor an annual budget and required programs; prepare detailed capital project cost estimates; monitor costs and verify expenditures; prepare unit cost and progress reports as required.
  • Plan and oversee underground facility projects such as sanitary sewer lift station repairs and upgrades, storm drain diversion station repairs and upgrades, and water pump station and PRV repairs and upgrades to meet the desired goals and objectives of all parties (including the SCADA system).


INDEPENDENCE


  • Issues such as staffing matters, deviations from departmental policy, schedule changes, and budgetary items are discussed with Manager with recommendations.
  • Work is reviewed by Manager through monthly meetings and reports and as required.
  • Work is generated by annual objectives and goals and reviewed through reports to Manager.

Key Skills And Abilities


  • Knowledge of SCADA systems
  • Deal effectively with the public and outside agencies.
  • Read and interpret engineering drawings, standards and codes.
  • Knowledge of relevant legislation including the Municipal Wastewater and Drinking Water Regulations.
  • Organize and prioritize work.
  • Maintain accurate records.
  • Understand and apply the principles of civil engineering construction.
  • Advanced level operation of current City spreadsheet, financial and engineering software.
  • Understand and apply the principles of wastewater collection and water distribution systems, especially pump stations, pressure zones and pressure reducing valves.
  • Understand and apply the principles of contract administration and project management.
  • Understand and apply the techniques of financial analysis.
  • Establish and maintain effective working relationships.
  • Work safely on job sites.


Qualifications


Formal Education, Training and Occupational Certification


  • Registration or ability to register as Applied Science Technologist (A.SC.T.) with Applied Science Technologist and Technicians of BC (ASTTBC).
  • Traffic Control Certification (16 hrs)
  • Accredited courses in management and leadership studies. (1 year)
  • Technical School Diploma in Civil/Structural Engineering Technology. (2 years)
  • Current and valid Class 5 B.C. Driver's License.
  • MMCD Contract Administrator Course (16 hours)


Experience


  • 6 years of related experience with pump stations, PRVs and SCADA systems, including contract administration and project management.
  • Or an equivalent combination of education and experience.


OTHER


May be requested to substitute in a more senior position.


Work schedule Monday to Friday, (40 hour work week)


$48.98 per hour, Pay Grade 15 (under review)
