Job Description
Reporting to the Supervisor of Learning Solutions and Integration within the Fleet & Facility Services Workforce Development team, this Training Specialist II will undertake the tactical requirements to develop and execute a full range of eLearning tools. By using leading edge technology, you will capture hands-on operational processes to create a library of just-in-time training tools that can be easily accessed by our technical and maintenance staff.


This role will be responsible for the functional and technical analysis, implementation, customization and support of our internal Learning Management System implementation. There will be significant accountability for ensuring effective requirements identification, planning, integration, design, and testing.


Curriculum Design


  • Utilizes appropriate learning models, such as ADDIE or a similar approach to evaluate and condense the current 300+ courses
  • Determines delivery methods that is best suited for the content, learner, and environment
  • Maintains and updates evaluation tools to assess online and classroom courses and communicate results
  • Collaborates with stakeholders to conduct needs assessments and identify safety and operational training objectives
  • Develops scripts/storyboards, e-Learning curriculum, training standard documents, and learner evaluation tools ○ Establishes criteria for training requirements based on prioritization of safety critical roles based all trade based and high risk position types
  • Builds on-the-job assessment tools to align with a competency based model


Educational Technology Work collaboratively to develop and support the learning management system and associated data analytics


  • Utilizes video technology to capture hands-on job processes to create an easily accessible library of information ○ Assists the training group with assessing the viability, content, and creation of 3D learning materials
  • Supports technical trainers with the transition to e-Learning tools and blended learning concepts
  • Explores emerging technologies and trends for instructional design and adult learning
  • Ensure compliance with process, technology and data requirements according to system governance
  • Provide technical support, including troubleshooting issues, responding to client inquiries, system maintenance and integrity.


Regulatory Oversight


  • Identification and tracking of legislated requirements for program content
  • Integration of all mandatory safety compliance and environmental standards into relevant training material
  • Maintenance of review cycles tieing to legislation and procedural changes
  • Maintenance and oversight of Technical Trainer and contracted vendor certification expiries
  • Investigate relevant copyright restrictions for new and existing training material; coordinate the appropriate legal disclosure


Training Management System


  • Leads the incorporation of operational content into the system ensuring success and consistent usage by using an ADDIE type instructional design
  • Acts as a SME for resolving system issues relating to user, content, or technical problems
  • Develops the internal program templates and formats
  • Implements standard templates for online courses and instructor led session
  • Maintain integration and training data between other training records and systems


Qualifications:


  • University Degree in Education with a background in Educational Technology and adult learning
  • Experience with Learning Management Systems at a technical and user level
  • Software experience: Storyline, Captivate, Articulate, 3D, simulators,video editing tools, animation, etc
  • Commitment to engaging and promoting a strong teamwork culture
  • Ability to write Request for Proposals and manage projects from conception to implementation
  • Understanding of Occupational Health & Safety and Environmental legislation in an operational and trades environment
  • Experience in leading needs assessments and building on-the-job competency tools

  • Excellent verbal and written communication skills

  • Strong organizational skills for directing, coordinating, and prioritizing
  • Knowledge of program coordination, contracting, and budget management
  • Minimum of 5 years related experience in educational/training program creation, maintenance, and evaluation, along with 2 years of project management
  • Experience with the development and implementation of educational technology

Up to 1 permanent position on a temporary funded project that may continue for up to 24 months


Hours of Work : 40 hours per week; Monday to Friday


The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.


Salary : $38.287 - 48.068 (Hourly); $79,943.260 - $100,365.980 (Annually)
