Powertech has an exciting and challenging opportunity for a Technical Procurement Advisor to join a team of professionals based at Powertech Labs in Surrey, B.C.


Role Overview


Reporting to the Senior Manager, Project and Business Operations, the Technical Procurement Advisor will have responsibility for the procurement function within the company, including everything from strategy to execution.


As this is a new role to the organization, we are looking for an incumbent that has the maturity and experience to observe the strengths and weaknesses of existing policies and systems, and to initiate change and enhancements as they grow and shape this position to create a superior service that is central and pivotal to Powertech’s operations.


Duties:


  • Be the primary point of contact for engineering, production, and testing teams for all procurement needs.
  • Develop and maintain supplier relationships: Foster strong partnerships with key suppliers to enhance collaboration and achieve strategic objectives. Engage in supplier development initiatives, including supplier diversity and sustainability programs.
  • Support contract negotiations: Negotiate favorable terms and conditions with suppliers to achieve the best value for the organization. Mitigate risks and ensure contracts align with legal and regulatory requirements.
  • Develop and implement procurement strategies for Hydrogen Infrastructure and other Powertech business groups: collaborate with key stakeholders to develop procurement strategies aligned with Powertech goals and in compliance with all relevant policies and regulations. Identify opportunities for cost savings, process improvements, and supplier relationship management.
  • Develop and implement an inventory management system.
  • Conduct market research: analyze market trends, industry best practices, and emerging technologies relevant to procurement. Identify opportunities and reduce risks for supply chain optimization including cost savings.
  • Stay updated on procurement regulations: Stay informed about relevant laws, regulations, and industry standards related to procurement. Ensure compliance with procurement regulations and promote ethical and sustainable procurement practices.
  • Monitor and evaluate supplier performance: Evaluate potential suppliers based on criteria such as quality, reliability, financial stability, and compliance. Establish key performance indicators (KPIs) and metrics to assess supplier performance and identify opportunities for improvement.
  • Provide technical leadership and innovation in the procurement of a wide range of services to support Powertech Business Groups in developing and awarding medium and high complexity contracts, in accordance with Powertech procurement policies and processes.
  • Collaborate with cross-functional teams on procurement strategies and other related topics.
  • Contribute to the selection of appropriate suppliers, evaluation of technical specifications and overall quality assurance throughout the procurement process.
  • Provide technical leadership and guidance to team members.
  • Provide technical procurement guidance and support: Advise internal teams on procurement policies, procedures, best practices. Ensure alignment with business objectives.


Qualifications:


  • An undergraduate degree in an engineering or business-related subject (or equivalent combination of qualifications and experience).
  • A Supply Chain Management Professional (SCMP) or equivalent designation along with strong knowledge of markets and Supply Chain Management best practices and trends (or equivalent combination of education and experience).
  • Understanding or working knowledge of machined parts, mechanical assemblies, electronic components, high pressure gas components (familiarity with manufactures would be an asset)
  • Knowledge of procurement regulations and policies in the clean alternative fuel industry is considered a strong asset.
  • Proficiency with MS Office including MS Word, Excel, and PowerPoint.
  • Excellent interpersonal, communications, negotiating, project management, planning and organizational skills.
  • Demonstrated ability to successfully manage medium to large procurement teams across a variety of categories. Experience must include: the development of procurement/ contracting strategies, including determining the optimal risk allocation; the preparation of procurement and contract documents; leading evaluation; leading contractor/supplier negotiations; and supplier relationship management.
  • 7-10 years of procurement and sourcing experience in progressively senior roles (or equivalent combination of education and experience).
  • Good understanding of contract and competitive bid laws.

Business Acumen: Able to assess complex BC Hydro supply market, sourcing and contract situations, what is needed, apply sound judgment and design pragmatic approach to deliver required goal(s) and outcomes.
