Main Purpose & Function


The focus of this position is to support and advance cultural redress and equity initiatives across work programs in Cultural Services. The work includes: supporting policy development and implementation, facilitation, research, community engagement, formulation of recommendations, and the preparation of presentations and reports. This dynamic role is grounded by the City’s culture plan, Reconciliation Framework, UNDRIP Strategy, Equity Framework, Accessibility Strategy and other key City directions, policies, and projects. This position brings substantive expertise and creativity to a range of complex cultural and social issues and works towards creating systems change.


This position reports to the Assistant Director of Cultural Services with direct supervision from a Planner II.


Specific Duties & Responsibilities


  • Support the development and integration of policy and initiatives related to cultural redress, equity and reconciliation across work programs in Cultural Services. This includes initiatives that attempt to repair the harms of systemic exclusion, colonial dispossession, and discrimination.
  • Contribute to establishing collaborative working relationships across internal City teams and departments to identify and integrate cultural redress, equity, and reconciliation related priorities.
  • Other duties/responsibilities as assigned.
  • Support responding to sensitive enquiries and correspondences with the public and other departments on matters related to projects and policies.
  • Conduct research and policy analysis, and develop recommendations.
  • Write reports, including Council reports, and present material to various internal and external groups.
  • Coordinate community engagement including community forums, workshops and meetings (including weekday evenings and after hours on weekends);


Qualifications


Education and Experience:


  • University graduation in Arts, Social Sciences or other related discipline, preferably at the Master’s level and considerable experience related to the work, or an equivalent combination of education and experience.


Knowledge, Skills And Abilities


  • Ability to work independently as well as part of a team.
  • Ability to meet transportation requirements.
  • Demonstrated research and analytical skills;
  • Ability to develop and implement a range of engagement processes, particularly with equity-deserving communities, the arts and culture and heritage sectors, and other ethno cultural minority and language groups.
  • Thorough knowledge of community development and capacity building approaches
  • Considerable knowledge of supporting best practices in advancing equity, reconciliation, and decolonization.
  • Strong relationships and experience working with Indigenous communities, including local Host Nations xʷməθkʷəy̓əm (Musqueam), Skwxwú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) and urban Indigenous peoples.
  • Ability to prepare and present complex material to the public and elected officials;
  • Ability to exercise considerable judgment and demonstrating professionalism, diplomacy, tact, and discretion;
  • Strong organizational skills and ability to manage multiple initiatives/projects, report on outcomes, and meet deadlines;


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.


The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
