Job Description
Role Summary:
The Senior Manager, Security & Life Safety is responsible for leadership and management of the functional, technical and applied security and life safety program at CF Toronto Eaton Centre, a complex mixed-use property of both office and retail offerings. The successful candidate will guide the development and execution of strategic property security and life safety initiatives, and ensure the property security and life safety team executes on a collaborative vision for the property and that of National Security Operations. Reporting to the General Manager with a supplementary reporting line to National Security Operations, this position is ultimately responsible for the effective and efficient execution of all operational aspects of the Security and Life Safety Department. The Senior Manager will coordinate a variety of activities that align corporately from National Security Operations, where these activities are of strategic importance to the corporation in the disciplines of physical and cyber security, and with regard to occupational health and fire safety. Where required, the position will support the broader corporate security framework by participating and having responsibility over components of key corporate initiatives such as Brand Alignment, Counter-terrorism, Cyber Security, and Health & Safety. A significant responsibility of this role is the implementation, upkeep and testing of emergency response plans to ensure the property is adequately prepared to deal with a wide range of potential risk events.
What you will deliver:
  • Oversee and execute the implementation of a security strategy via regular and ongoing liaison with National Security Operations and property management to ensure a consistent level of service delivery and financial effectiveness.
  • Maintain company standards and industry best practices in the areas of Emergency Management, Operating Procedures, Capital and Operational Budgeting and other relevant Security and Life Safety Department functions.
  • Ongoing oversight to ensure all aspects of the security and life safety management program are assessed and updated regularly to remain current with CF standards and industry best practice, and to continually achieve operational and fiscal efficiency.
  • Remain abreast of emerging societal and industry trends and ensure the property security and life safety program is equipped to address evolving security risks and life safety needs.
  • The established authority at the property on issues relating to security and life safety to both internal stakeholders and clients, including but not limited to: threat and risk assessments; security and life safety business practices and business models; business case proposals and recommendations; financial accountability, and performance standards.
  • Conduct reviews of internal property business processes in areas such as security operating practices e.g. use of force, emergency management, fire safety systems and procedures, health and safety and business continuity, and continuously improve by closing gaps, amending polcies and lead opportunities for improvement.
  • Act as an effective leader behind the CF brand owing to the impact of the property’s role and image within the community.
  • Develop and implement policies and procedures relating to security operations, security guard behaviors and other matters critical to the safe and secure management of the property.
  • Establish and maintain key contacts with internal, tenant, public authority, supplier, and security industry stakeholders, including local police, fire and emergency medical services representatives.
  • Review and approve budgets relating to the annual departmental expenditures, such as on security contracts, salaries, and technology (capital) before final sign-off by General Managers, VPs Operations, or higher.
  • Leading cross functionally, including Security, Operations, Marketing and otherwise, where a collective effort is required.
  • Report performance to the National Security Operations group for quarterly reporting to the corporate Board of Directors, with respect to corporate governance requirements on health & safety, fire safety and life safety compliance.
  • Prepare projections, and costs for the property relating to physical security and security technology for annual operational expenditures and 10-year capital plans.
  • Collecting and reporting performance data to National Security Operations in support of corporate business objectives.
  • Accountable for regulatory and practical elements of the occupational health & safety, fire safety, and general life safety requirements, at the property.
  • At a property level, develop measures and oversee the delivery of efficiency and effectiveness in the design, purchasing, and implementation of security technologies, by ensuring through final business case approval that all installations comply with national standards, deliver on strategic business objectives, and are both resilient and reliable.
  • Ensures annual expenditures align with company security operating strategies, business models and technology standards and principles prior to review and approval of security technology business cases for final sign-off by the General Manager.
  • Provide subject matter expertise on security and life safety operations and technologies.
  • Project leadership and scope-approval authority of security and life safety projects, including leadership and management of capital project efforts against business plan timelines, expenditures, financial and ethical controls.
  • Stimulate continual improvement practices (long and short-term outlooks) in operational practices and innovation around the use of technology, catering to a combination of high risk and sophisticated tenant requirements in complex retail and office environments.

What you need to succeed:
  • Community college diploma in a related discipline of Security and Life Safety, Risk Management or Criminology (or equivalent business management qualification)
  • Professional security industry accreditation, including (CPP, ASP, PSP)
  • Experience managing in a unionized environment
  • A minimum of 7 years working in a commercial real estate security and life safety environment, or equivalent – or equivalent work experience
  • Four-year undergraduate or college degree or post-graduate studies up to and including Master’s Degree considered an asset
  • A minimum of 5 years of security and life safety management experience, ideally at a series of properties of increasingly complex scope – or equivalent work experience
