Position: Senior Manager, Enterprise Risk Management Program

Role Summary:


The Senior Manager, Enterprise Risk Management Program will collaborate with the Chief Risk and Compliance Officer in establishing and managing CST’s risk management practices through the Enterprise Risk Management (“ERM”) framework and support programs to assist CST Risk Owners in identifying, managing and mitigating risks to the organization.


What you will be doing:


Supporting the development and implementation of an Enterprise Risk Management culture and program to manage and mitigate risks faced by CST including:


Enterprise Risk Management


  • Work with the Chief Risk and Compliance Officer to conduct annual reviews of the risk taxonomy and risk and control assessment and develop reports to the Executive Team and Board.
  • Partner with business areas to evaluate process or control breakdowns (including root cause analysis), support the development of remediation plans and respond to day-to-day risk questions about business processes.
  • Support the development and maintenance of Risk Policies and Procedures to continually improve the ERM function, including the review of risk control policies, processes, data analysis and corresponding controls.
  • Monitor the progress of plans to remediate control weaknesses identified by the business area, Internal Audit, self-testing, or risk and controls assessments.
  • Assist the business with the integration of risk management into its day-to-day business practices by providing risk education and training.
  • Create and maintain the Risk Controls Catalogue based on reviews of procedures and walkthroughs to establish an inventory of internal controls mapped to key risks.
  • Support the development and enhancement of the Enterprise Risk Management (ERM) infrastructure including various control tools for management (e.g. risk control self-assessment) and risk reports (e.g. risk events, key risk indicators etc.) for the Executive and Board.
  • Proactively scan the environment for emerging risks and/or possible risk events and propose risk mitigation strategies to pre-empt or reduce impact of the identified risk events.
  • Support activity related to reviews conducted by Internal Audit, track progress on the management action plans and prepare status reports monthly.
  • Work with the HR training and development team to ensure that appropriate staff are trained on the relevant risk policies and procedures.
  • Coordinate the collection of risk information from risk champions, business areas, source systems, and departments. Analyze the data against key risks and processes to update CST’s risk profile.
  • Define and quantify the risk tolerance on key risks and processes.
  • Meet with risk champions to identify, assess, monitor, measure, and report on various key risk indicators.
  • Maintain CST’s risk management information including input and update of risk descriptions, risk assessments, and key risk indicators in the risk management system (Logic Manager).


Insurance Program

  • Support the management of the insurance program, including the preparation of insurance applications, responding to insurers’ questions, and handling requests for certificates of insurance from third parties.
  • Prepare the necessary governance documentation for Board approval of the adequacy of insurance.


Legal Responsibilities

  • Support the maintenance of corporate registrations including the preparation and filing of returns, extra-provincial registrations and notices required under corporate law.
  • Prepare the necessary governance documentation for the Audit Committee and Board approval of the investment funds’ prospectus and other offering documents.
  • Monitor legal changes relevant to the organization and assess their impact on the organization.
  • Manage and coordinate internal requests for external legal services in compliance with established policies and procurement processes.
  • Filing and safeguarding of official and legal documentation, records, and reports.


What you bring:

  • Strong analytical, critical thinking and strategic thinking skills to identify trends and core issues.
  • 7 years of Enterprise Risk Management experience or direct operational Risk Management experience within the financial services industry, some of which in management roles
  • Self-starter and results-oriented individual.
  • University degree in Business, Finance or related field and/or a designation in Risk or Finance (e.g. CRM, RF, CPA, MBA).
  • Ability to build effective relationships and collaborate with others.
  • Ability to organize and prioritize assigned tasks and prepare reports and presentations.
  • Strong communication skills (written and oral) with an ability to explain complex issues and present technical information clearly.
  • Experience with Logic Manager or similar tool is an asset.
  • Proven problem-solving ability paired with good research skills.
